1. Call Meetinq To Order
Pursuant to due call and notice thereof, the special meeting of the Elk River City
Council was called to order at 7:25 p.m. by Mayor Duitsman.

COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE APRIL 13, 1998, CITY
COUNCIL AGENDA. COUNCILMEMBER FARBER SECONDED THE MOTION. THE
MOTION CARRIED 5-0.

WASHINGTON CUL-DE-SAC; ONE LIGHT IN THE 19300 BLOCK OF BALDWIN
AT THE CUL-DE-SAC: FOUR LIGHTS ALONG HIGHLAND ROAD FROM

COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-

4. Public Hearin.q for the Lake Orono Sediment Removal Project
City Engineer Terry Maurer indicated that Steve Rohlf has been working on this
project for the past two years. The project consists of removing approximately
110,000 cubic yards of sediment from Lake Orono and depositing it on five
different pieces of property adjacent to the lake. Terry Maurer explained that
the project cost is estimated at $750,000. He further indicated that the City
Council set an assessment rate of $2,200 dollars per residential equivalent unit.

The City Engineer reviewed the project plans, specifications, cost and
timeframe.
Mayor DuJtsman opened the public hearing.
Patrick Plant, 13184 tslandview Drive, presented petitions in support of the project
which included 63 land owners.
Don Patterson, 18034 Sunrise Circle, indicated he was in favor of the project, but
questioned why his property taxes were high and why he was being assessed
the $2,200 for the project.
Jerry Palmer, 13538 Islandview Drive, questioned what amount of money the rest
of the city residents would be paying for the project.
Jim Tacheny, 13070 Islandview Drive, questioned the timeframe of lowering the
lake and getting the equipment in to remove the sediment.
There being no further comments, Mayor Duitsman closed the public hearing.
COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 98-34 ORDERING
THE IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS IN THE
MATTER OF THE LAKE ORONO SEDIMENT REMOVAL IMPROVEMENT OF 1998.
COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Consider Resolution Ordering the Preparation of Plans and Specifications and
the Federal Documentation Process in the Matter of the Trunk Hiqhway 169
Pedestrian Brid.qe Improvement
City Engineer Terry Maurer requested Council authorization to begin work on the
Highway 169 pedestrian bridge project.
COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-35 ORDERING THE
PREPARATION OF PLANS AND SPECIFICATIONS AND THE FEDERAL
DOCUMENTATION PROCESS IN THE MATTER OF THE TRUNK HIGHWAY 169
PEDESTRIAN BRIDGE IMPROVEMENT OF 1999. COUNCILMEMBER HOLMGREN
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Mayor Duitsman stated that Congressman Oberstar is working to obtain federal
funding for both the pedestrian bridge and the County Road 13 (Tyler Street)
projects.
COUNCILMEMBER FARBER MOVED TO SEND A LETTER OF SUPPORT TO SENATORS
GRAMS AND WELLSTONE REGARDING THE NEED FOR FEDERAL FUNDS FOR THE
COUNTY ROAD 13 (TYLER STREET) PROJECT. COUNCILMEMBER DIETZ SECONDED
THE MOTION. THE MOTION CARRIED 5-0.

Preparation of Proposed Assessment Roll in the Matter of the Business Center

Drive Improvements of 1998
City Engineer Terry Maurer indicated that the city received eleven bids for the
Business Center Drive street and utility improvement project. The City Engineer
recommended awarding the bid to the lowest bidder, Richard Knutson, Inc., at
.$389,571.15.
COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-36 DETERMINING
ASSESSED COST OF IMPROVEMENT AND ORDERING PREPARATION OF PROPOSED
ASSESSMENT ROLL IN THE MATTER OF BUSINESS CENTER DRIVE (WESTERN AREA III)
STREET AND UTILITY IMPROVEMENT OF 1998. COUNCILMEMBER HOLMGREN
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Consider Resolution Approvin,q Plans and Specifications and Orderin,q the
Advertisement for Bids in the Matter of the Traffic Si,qnal and Street
Improvements at the Intersection of Upland Avenue and Trunk Hi,qhway 10
City Engineer Terry Maurer indicated that the preparation of plans and
specifications for the signalization of the intersection of T.H. 10 and Upland
Avenue have been completed.
COUNCILMEMBER FARBER MOVED TO ADOPT RESOLUTION 98-37 APPROVING THE
PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE
MATTER OF THE TRAFFIC SIGNAL AND STREET IMPROVEMENTS AT THE INTERSECTION
OF UPLAND AVENUE AND TRUNK HIGHWAY 10. COUNCILMEMBER HOLMGREN
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Overlay and Street Improvement Update
City Engineer Terry Maurer updated the Council on the bituminous overlay and
street improvement project schedule for 1998.

COUNCILMEMBER HOLMGREN MOVED TO CALL A SPECIAL MEETING OF THE CITY
COUNCIL FOR MAY 5, 1998, AT 9:00 A.M. TO HOLD THE ANNUAL MNDOT/CITY
COUNCIL TOUR OF THE CITY OF ELK RIVER. COUNCILMEMBER FARBER SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
