ACTION REQUESTED
Upon considering the final plans and specifications for the Natures Edge Business Center, the City
Council is asked to adopt the attached resolution approving the plans and specifications and ordering the
advertisement for bids.
BACKGROUND/DISCUSSION
As authorized at the February 21, 2012, City Council meeting, Hakanson Anderson and Associates has
completed the design of public improvements to support Phase 1 of the Natures Edge Business Center.
Hakanson Anderson will be in attendance at the May 7, 2012, City Council meeting to make a
presentation on the final plans and answer any questions that you may have on the proposed
improvements.
The improvements for this project include the construction of two new streets (Twin Lakes Road and
170T'' Lane NW), construction of municipal trunk sewer and water facilities, storm sewer, and storm water
treatment facilities, and mass grading of the proposed plat of Natures Edge Business Center to create
three new lots.
Staff is proposing the following schedule to facilitate the completion of the project:
Approve Final Plans and Specifications May 7, 2012
Advertise Project for Bids May 12, 2012
Open Bids June 7, 2012
Consider Bids and Award Contract June 18, 2012
Begin Construction June 25, 2012
Finish Construction October, 2012
FINANCIAL IMPACT
As laid out in the Preliminary Engineering Report the project is expected to be funded as follows:
EDA Development Fund $700,000
City Development Fund $350,000
Trunk Water Fund $175,000
Trunk Sewer Fund $ 88.000
Total Project $1,313,000

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS
AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE
NATURES EDGE BUSINESS CENTER PHASE I IMPROVEMENTS PROJECT
WHEREAS pursuant with the City Council approval of the Preliminary Engineering Report on
December 12, 2011, the City Engineer has prepared plans and specifications for
Phase 1 of the Natures Edge Business Center Improvements, which plans and
specifications have been reviewed by the City;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
Such plans and specifications, a copy of which is attached hereto and incorporated
herein by this reference, are hereby approved.
2. The City Clerk shall prepare and obtain the publication of an advertisement for bids
for the making of the improvement pursuant to the attached plans and
specifications. The advertisement shall be published for 21 days, shall specify the
work to be done, and shall state that the bids will be received by the City Clerk until
11:00 a.m. on June 7, 2012, at which time the bids will be publicly opened in the
Council Chambers of the City Hall by the City Clerk and the City Engineer and will
then be tabulated for consideration by the City Council at a meeting thereof on
June 18, 2012 in the City Council Chambers at City Hall. No bids will be considered
unless sealed and filed with the City Clerk and accompanied by a cash deposit,
cashier's check, bid bond, or certified check payable to the City of Elk River in the
amount of 5% of the amount of such bid.
