The HRA is asked to consider the bids received and award the Main Street Parking Plaza Expansion
project to Peterson Companies, Inc in the amount of $163,250.00..
BACKGROUND
In 2006, the HRA purchased 716 and 720 Main Street in Elk River with the intent to expand downtown
surface parking. On December 12, 2011, the HRA approved a contract with Veit and Company for the
demolition and removal of the buildings due to deteriorating building conditions. The buildings were
demolished and removed the week of December 26. On March 5, the HRA authorized staff to work
with Landform for the completion and bid estimates for three concepts plans for he design of the
parking lot.. On April 2, the HRA authorized moving forward with the. attached concept and obtaining
.quotes for construction.
DISCUSSION
.Staff finalized the construction documents. and advertised the project for bid on April 17,.2012. -Per
HRA discussion at their April 2 meeting, the following items were included in the request for bids: curb
and gutter, bituminous paving, concrete pavers, landscaping and irrigation, concrete walk, tree gates,
stone slabs, benches and trash enclosures.
The approved master plan also included a business kiosk and parking lot monument sign. These two
elements were not included in the final design of the project nor the bids received. Staff will bring these
components back to HRA for consideration in the future.
On May 2, 2012, staff opened 4 bids for the project. The bids ranged from a low of 163,250.00 to a high
of $200,000.00. A summary of the bids received is attached for your review.
If it is the intention of the HRA to proceed with the project as designed, staff is recommending award of
the construction contract to Peterson Companies, Inc, of Chisago City in the amount of 163,250.00.
If approved, staff will work to finalize the contracts with Peterson Companies and begin work on the
project within the next two weeks. The Project is scheduled to be completed on or before June 22, 2012.

Opening day for the Farmer's Market will be Thursday, June 28.
Staff will work with downtown business owners to ensure the project timelines and construction
sequencing is communicated with those affected.
FINANCIAL IMPACT
The cost of the parking lot will come out of the HRA Development Fund; current balance is $694,055.
Because this was not originally budgeted for, staff is also seeking approval of a improvement project
contract line item amendment in the amount of $163,250.00
