Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business) Attachments · Location map · Site plan · Letter from applicant Overview Target is requesting a general planning permit to locate a temporary greenhouse in the parking in front of their Elk Park Center store. They were granted a general planning permit for a similar greenhouse in the same location last year. There were no complaints regarding the operation. They will be selling bedding plants, nursery stock and other gardening supplies from April 28th to July 15th . The proposed hours of operation will be from 8:00am to 8:00 pm seven days a week. The total area for the garden center and display area is 3840 square feet. The proposed location for the greenhouse is the parking lot in front of the store. The garden center will take up 43 parking spaces near the north end of the store and will block one parking aisle. The location is out of the main flow of traffic and should not create any traffic flow problems. Recommendation Staff is recommending approval of Target's request for a general planning permit to allow a temporary greenhouse/garden center with the following conditions: 1. If traffic becomes a problem around the site, the sales area shall be delineated with some type of barrier to restrict traffic. 2. The green/garden center must be kept in good condition throughout the time it is in place. 3. The location of the greenhouse will be consistent with the site plan. 4.
