RE:
RAILROAD DRIVE UTILITY AND STREET IMPROVEMENTS
PUBLIC HEARING
Dear Council Members:
As you are aware, the public hearing for the Railroad Drive improvement is scheduled for the
evening of Monday, April 6, 1998. Please bring the Feasibility Study with the green cover
dated March 1998. If you need a new copy of the Feasibility Study, please let City Hall know
and we will make them available.
As the feasibility study indicates, this is a City initiated project in an attempt to accomplish
several things. First there are two properties along Railroad Drive that currently do not have
sewer service. One of them does not currently have water service. These properties are
interested in receiving this service. Second, the water along Railroad Drive is provided by a
long dead end and is not of a very high quality. Therefore, the Municipal Utilities is interested
in completing a watermain loop in this area to improve the quality of the water provided to their
customers. Third, the street department is interested in the rebuilding of the street, changing
the grade slightly so that storm water ponding, which currently causes problems in the street,
can be rectified by providing overland flow toward Jackson Avenue, where an existing storm
sewer system can deal with the water runoff.
As the feasibility study recommends the project would be entirely funded by assessments to
the benefited properties, and a contribution from the Elk River Municipal Utilities for the
watermain improvement.
On Monday evening, I will be prepared to make a presentation of the information contained in
the feasibility study, and answer questions. At the close of the public hearing, if the City
Council would like to see the project move forward, attached is a draft resolution which orders
the improvement and the preparation of the plans and specifications.
