Update on Old Liquor Store
The City Council has directed me to negotiate a lease for use of the old
municipal liquor store with Mark andAnnette Watz so that they can utilize
this facility for their Watz Up? Caf6 project. I am uncertain as to the timing
of this project and if this project will actually take place. A meeting in the
afternoon of April 6, 1998, is scheduled with Mark and Annette Watz, Jeff?
Asfahl, Councilmember Thompson, and the Mayor. Hopefully we will learn
more about the plans for the Watz Up? Caf6 and have a good discussion on
how JeWs youth initiatives project, the Boys and Girls Club project, and the
Watz Up? Caf6 can coexist and compliment each other.
Regardless of whether or not the Watzes pursue theft project at the old liquor
store, it appears to be beneficial for the city to do some basic improvements
inside and outside at the liquor store. We can recapture our costs for these
improvements through the leasing of the facility. Building Official Cliff
Skogstad has put together some information for me on a general "game plan"
on how to proceed with some basic improvements (see attachment). It
appears that the basic improvements will include providing handicap
assessable bathrooms, adding to the sprinkling system where the cooler once
existed, improving the heating and air conditioning system, fixing up the
walls on the inside of the building, and dealing with the awning frame on the
exterior of the building. If the facility is leased out for a special use like the
Caf~ Club, then additional improvements will have to be considered by the
leasee and taken into consideration with the lease agreement.
If the Watzes do not pursue this facility for their project, then it is possible
that this site will be a better location for Jeff? and his youth initiative
program as compared to the Prairie House site.

SUBJECT: The Old Northbound Liquor Store
Clean-up for Rental Space
On March 19, 1998, I went through the facility to determine the minimum
amount of work needed to improve the visibility of this structure and also the
interior to make this facility more useable and appealing for rental. The
numbers and work needed are intended to give you a feel as to what would be
needed to bring the main level of the facility up to a useable space. The cost
is only an estimate. The following is a list of my findings:

If all of this work is done on the main floor of the old liquor store, as you
enter the building you would see a finished, sheetrocked wall with a
suspended ceiling and lights, two bathrooms that are handicap accessible,
and a sprinkler system throughout the building. Once these alterations
have been made, it will be easier for perspective renters to estimate their
costs for their own improvements. An example would be the youth group who
would have to install flooring and set up pool tables, etc.; it would be ready
for their use. For a general office occupancy, everything would be complete
except possibly office partitions, etc. This would complete the majority of the
work needed for most uses.
