Location 19521 Evans St., Lot 1, Block 1, Hillside Crossing Two Zoning/Land Use PUD (Planned Unit Development) / HB (Highway Business) Attachments · Location map · Site plan · Letter from applicant Overview Bleeker's Nursery is requesting a general planning permit to locate a temporary greenhouse in the parking lot in front of Menards. They will be selling nursery stock, bedding plants and other gardening supplies from May 1, 1998 to August 1, 1998. The proposed hours of operation are Monday through Friday 10:00 AM to 7:00 PM and Saturday and Sunday 10:00AM to 4:00 PM. They will be utilizing a 38' X 60' (2280 s.f.) area of the parking lot; within that area will be located a 22' X 30' greenhouse, the remaining area will be outside display. 13065 Orono Parkway · P.O. The garden center will take up 17 parking spaces. It will be delineated by split rail fencing and will not block any drive aisles. The location is out of the main flow of traffic and should not create any traffic flow problems. Recommendation It is recommended the City Council approve Bleeker's Nursery's request for a general planning permit to allow a temporary greenhouse/garden center with the following conditions: 1. If traffic becomes a problem around the site, the sales area shall be delineated with some type of barrier to restrict traffic. 2. The green/garden center must be kept in good condition throughout the time it is in place. 3. The location of the greenhouse will be consistent with the site plan. 4. Bleeker's Nursery and Landscaping has been in business since 1990. The main farm is located at 16473 Valley Drive in Andover, where we grow annual and perennial flowers, shrubs and trees. Bleeker's is licensed by the State of Minnesota to grow and sell nursery stock. Menards will give us a 38' x 60' area of the parking lot for a sales area. The green house is 22' x 30'. The area was chosen so as not to interfere with the traffic pattern or fire lanes as shown in the plot map enclosed. We plan to be open from May first until August first from 10:00 AM to 7PM on week days and 10:00 AM to 4:00PM on Saturday and Sunday. All sales will be plant material such as annual and perennial flowers, small shrubs and trees, hanging baskets and vegetable packs.
