SUBJECT: Premises Permit for Elks Quarterback
Club
The Elks Quarterback Club have made application for a Premises
Permit to sell pull tabs at Time Out Sports Bar. This is a new
application. The Quarterback Club has signed a lease with Time Out
to lease an area for pull tab sales.
Elk River Youth Hockey has currently been selling pull tabs at Time
Out. Youth Hockey was operating from both Dick's Main Tap and
Time Out. They have decided to give up the location at Time Out.
The Elks Quarterback Club will be made aware of the City's
requirement to spend 75% of all lawful expenditures within the
City's trade area.
ACTION REQUESTED
Motion to adopt the attached resolution approving a Premises
Permit for the Elk Quarterback Club allowing the sale of pull tabs at
Time Out Sports Bar and Restaurant.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION APPROVING PREMISES PERMIT FOR
THE ELKS QUARTERBACK CLUB
WHEREAS, the Elks Quarterback Club have made application to the State
Control Gambling Control Board for a Premises Permit; and
WHEREAS,
the Premises Permit will allow charitable gambling on the premises of
the Time Out Sports Bar and Restaurant located at 19232 Evans
Avenue; and
WHEREAS,
the Elks Quarterback Club is aware of the City's requirement
authorizing 75% of its lawful expenditures to be spent within the
City's trade area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota that a Premises Permit for the Elks Quarterback
Club be granted to allow charitable gambling operations at the Time
Out Sports Bar and Restaurant, 19232 Evans Avenue.
Passed and adopted by the City Council of the City of Elk River this 20th day of
April, 1998.
