Staff recommends Council direct staff to:
1. Develop Limited Use Permit to improve the intersection of Main Street and Highway 169.
2. Direct staff to begin discussions with adjacent businesses to look into sprinkler system
cooperation.
Solicit detailed plans for signage in the northeast corner on city owned property.
BACKGROUND/DISCUSSION
On March 12, staff presented preliminary designs of possible improvements to the Main Street and
Highway 169 intersection. With Council direction, staff has been working with HKGI on the refinement
of the plans and the cost estimates. With these refined plans, staff has been working with MNDOT
officials to better understand their approval process. The issues they've identified are summarized:
Limited Use Permit (L,UP~ To install any improvements in the right-of--way (ROW), MNDOT will
require a Limited Use Permit. Staff has not begun drafting that agreement, pending approval of a final
design and budget for the project. Once started, I expect the LUP process to take six weeks, including
final review and approval by the City Council. The expectation is the construction and maintenance cost
will be borne by the city, and should the intersection be improved (expanded), these features will need to
be removed.
Clear Zone. In preliminary conversations with MNDOT, they expressed concern with placing boulders
in an area they identify as the `clear zone'. Staff has computed the clear zone, and although we've
determined that the boulders proposed would be outside of the clear zone, our recommendation that any
signage be located out of the right-of--way up the hill for visibility advantage. (Cars at a stop light would
block the signage.)
Construction Stasrinsr. MNDOT led construction projects for Highway 169 are expected to start the first
half of July, and continue through the end of September. Should the Council authorize the improvement
of this intersection in 2012, it is expected that this would occur after the MNDOT project. The change in
appearance of this intersection with MNDOT's project will be noteworthy due to the painting of the
signals and the landscaping.
With Council direction, staff will continue to work with MNDOT on the approval process and prepare
the LUP permit.

Landscape Architects Recommendation. Working within the original plan presented to the Council in
March, staff and the landscape architect have revised the drawings, price list, and provided pictures of the
plants proposed.
The plants were chosen for their salt and sand tolerance, their size, color, and texture attributes, and their
watering needs. The goal is to coordinate irrigation with the adjacent businesses, but if that isn't possible
the plants would need to be irrigated beyond the original three-year installation period. Without
irrigation, turf grass is not recommended. Staff proposes a seed mix that is low growing and will not
detract from the aesthetic effect created.
