ACTION REQUESTED
Staff is looking for direction on city limit signage placed at all of the vehicular access points into the city.
BACKGROUND/DISCUSSION
The 2011 Goals included item C9 - Utilising brand, develop and construct a conxi.rtent ciuic signage plan, which
could not be completed until the brand was adopted. The goal was derived from resident's and visitor's
comments that they do not know when they are in Elk River. It was envisioned that attractive signage at
each of the entrances would communicate the borders and general good will to visitors and residents.
There are 24 points of access into the city. Four locations axe on Highway 10 and Highway 169 with only
one location having existing signage, near Lake Orono on Highway 10.
Staff proposes two sign sizes with the same design for the twenty other access points. On larger, heavier
traveled, and faster road access points such as County Road 1 a larger sign could be utilized and smaller
signs on lesser traveled, slower road access points such as 183rd Avenue. Large, landscape monuments
would be installed on westbound Highway 10 and Highway 169 (North and Southbound) as budget
permits.
Staff has been working on other signage projects throughout the city. We received a grant to install way-
fmding signage around the train station area. This sign design includes a graphic indication of the district
you are in (see attachment). Another area under consideration is the signage for the Downtown Task
Force. This project is still in progress, but one idea of signage is a downtown parking sign (see
attachment). The intent is to develop a consistent style/character to the signage, as an additional
mechanism to tie the community together.
Designs
Staff recommends the circular sign Option A. This option maintains the goal of a consistent style /
character of signage and the color scheme is more appealing. The small signs are proposed to be two feet
in diameter and the large signs are proposed to be three feet in diameter. We will continue to work with
the county on the sizes. Both options communicate the Powered by Nature brand.

FINANCIAL IMPACT
Depending on the final sign size, the price ranges from $75-100 per installed sign. The total price for the
20 access points is approximately $2,000-2,500. There are no funds budgeted for the installation of signs.
Some options for the Council are:
• Direct staff to include this in future budgets and/or the Capital Improvement Plan.
• Direct staff to use available, appropriate unused funds at the end of the year for the installation of
signs based on a priority established by Council.
• A combination of these items.
Coun Roads
Many of the signs will be posted on county roads. County staff is willing to work with us on our request.
They also believe it could be an opportunity to uniformly place all of our signs (including weight
restrictions, snowmobile ordinances, etc.) at these locations.
