Issue
At the March 16, 1998 City Council meeting the Council requested additional
information on the layout of the golf course. A formal layout of the golf course
was unavailable. In order to give the Council an idea of how the holes relate
to the houses along the course, attached is a copy of an air photo with holes
#2 and #6 highlighted. Also attached is a copy of a scorecard which shows the
location of the tee boxes and greens. Also attached for your reference is a copy
of the March 16ta staff report. The applicant has indicated that he will attend
the meeting and be available to answer questions.
Recommendation
The Planning Commission and staff recommend the City Council approve
this request for a conditional use permit for a storage building with the
following conditions:
1. ELEVATIONS OF THE PROPOSED BUILDING SHALL BE PROVIDED FOR REVIEW AND
APPROVAL BY STAFF.
2. THE EXISTING BUILDING SHALL BE PAINTED AND REPAIRED AS NEEDED.
A LANDSCAPING PLAN SHALL BE PROVIDED FOR REVIEW AND APPROVAL BY STAFF. THE
PLAN SHOULD CONSENTRATE LANDSCSAPING THE AREA AROUND THE PROPOSED
BUILDING.
4. THE SITE SHALL BE CLEANED UP AND NO OUTDOOR STORAGE ALLOWED.
5. THE DUMPSTER SHALL BE KEPT INSIDE THE PROPOSED BUILDING OR OUTSIDE WITHIN AN
APPROVED ENCLOSURE.
6. THE APPLICANT SHALL CONTACT ELK RIVER UTILITIES REGARDING MOVING OVERHEAD
WIRES AND WILL BE RESPONSIBLE FOR THE COST OF MOVING THOSE WIRES.

Consider a request by Paul Krause for a conditional use permit for the
construction of a storage building at Pinewood Golf Course.

Overview
Pinewood golf course was approved in 1979 as part of the Pinewood Addition.
The subdivision included the golf course and 23 single family residential lots.
All of the residential lots abut the golf course.
The apphcant is proposing to construct a 32' X 48' (1536 s.£.) storage building.
The proposed building will be located adjacent to the existing club house,
near the corner of Waco Street and 182"a Avenue. It will be setback 120 feet
from 182na and 114 feet from Waco.

Existing Conditions
The existing building is used as a clubhouse, storage building and office. It
has a metal exterior, which is painted brown, and a galvanized metal roof.
The exterior is showing signs of wear such as rust spots and unpainted metal
patches. The existing building should be painted and repaired as needed.
There are various pieces of equipment and scrap metal being stored outside.
The site should be cleaned up and no outdoor storage allowed. There is no
enclosure provided for the dumpster. The dumpster should be placed inside
the proposed storage building or kept outside within an approved enclosure.
There are overhead wires in the area where the storage building is proposed.
The applicant should contact Elk River Utilities regarding moving the wires
and possible costs.
Planning Commission Meeting
At the February 24, 1998 meeting the applicant explained that the proposed
building will have a metal exterior. It will be painted a light stone color with
dark green trim. The existing structure will be repaired and painted to match
the new building. He will be planting spruce trees along the northeast corner
of the building to soften its impact. He is planning on expanding the parking
lot to accommodate peak parking demands. A dumpster enclosure will also be
constructed.
The main topic of discussion was the issue of stray golf balls striking
adjacent residences. Three residents spoke at the pubhc hearing with
complaints about golf balls being hit into their yards and striking their
homes. Two holes were identified as problem areas, hole #2 and hole #6. To
reduce the number of stray shots that land on the adjacent residential lots,
Mr. Krause proposed to relocate the tee box for tee #2. If this does not work,
he agreed to install a net system. To address the problem on hole #6, Mr.
Krause, at the request of the neighbors, agreed to install a net system. The
Commission set July 1, 1998 as a date to check on the effectiveness of the
proposed modifications.
Recommendation
