SUBJECT: May meeting agenda information
Attached is the first major section of the Plan document. The framework is based closely on
the original plan prepared in 2006.
Also attached in the illustrative plan based on the meetings of the previous two months.
Fox Wednesday, May 30's, I expect to spend some time reviewing the illustrative master plan.
This is your opportunity to tell the Ciry Council, Planning Commission, property owners,
and stakeholders what you want to see in the study area as the area further evolves over the
next 20 years. The only thing guaranteed to happen is that the area will change. You as a
task force axe guiding the fmal result of that change.
The second half of the meeting, I want to start discussing the details of the plan. Due to its
length, I have prepared just the first section, which includes:
1. Executive summary (to be rewritten as the plan is finalized),
2. Background (mission and vision statements, unchanged)
3. Summary of existing conditions
4. Statement of need (around page 18)
5. Recent investments
6. Planning History
7. Amenities
8. Transportation infrastructure
9. Historic context
Please review the document carefully and completely, be prepared to discuss what you want
changed in the document.
Based on my understanding of the issues, recent events, and our previous discussions, I have
started amending the document My changes axe tracked, and should be easily reviewable.

We axe working on updating select graphics, these will be incorporated in the version that I
expect to distribute in June. Please don't be concerned with the pagination, some pictures
don't line up, etc. This will be fixed when the track changes ate accepted ox deleted. In
June, we will review the final two sections of the document and prepare for distribution.
During my review, I've identified a couple of questions whose answers would be helpful.
1. What is your answer to the question: What makes a downtown successful?
Similar question: What makes the Elk River Downtown successful? Feel free to
email your answers to me before the meeting.
2. Last month, the task force stated that they wanted jobs in the downtown area, but
not necessarily industrial. They also noted that the area north of 1Q west of Jackson,
and south of school street shouldn't change from its current uses. A large portion of
that area, in particular south of Lions Paxk, is industrially zoned. Should that area be
changed?
3. In 2006, the Plan was titled "Mississippi Connections Development Framework"
Is a change to the title necessary? At mixlimum, I'd suggest the title include the year
of adoption.
Lastly, I am attaching the summary of the discussions we had as small groups. I also put
together some "actions" that I thought the plan should address based on these responses.
We will discuss these as well.
