BACKGROUND/DISCUSSION
In a work session following the May 21, 2012, regular Council meeting, the city administrator provided an
overview of his proposed staff reorganization plan. The plan included the addition of an Engineering
Technician II position. The city does not have an approved Engineering Tech II position.
The origina12012 budget request included an upgrade to Engineering Tech II for the existing Tech I
vacancy. At the close of the budget discussion, the Ciry Council moved all of the approved vacant
Engineering Tech I salary to a contingency fund pending the administrator's staff review and
recommendation.
An intermediate level, experienced technician provides needed engineering support with very little daily
work oversight. Ongoing and planned workloads fax exceed the capacity of the city engineer, who is the
lone staff member in this area.
FINANCIAL IMPACT
The position is anticipated to be filled as anon-exempt grade 7. The City Engineer estimates 20% of the
personnel costs will be General Fund-related and the remaining will be reimbursed to the General Fund
from Capital Project Funds (40% to Project Funds and 40% would be attributed to NPDS requirements).
The 20% not reimbursed from the General Fund, would come out of the $158,550 Council Contingency
fox personnel recommendations. The annual General Fund cost is expected to be approximately $14,000
for salary and benefits. The new employee is projected to begin in July.

Position Summary
The Engineering Technician II performs work relating to city engineering matters, including
assistance in the preparation of plans and specifications, construction inspection activities and
construction administration. This position also assists in the upkeep of the Pavement Management
System, the Municipal State Aid System, the Storm Water Management system and the GIS
Mapping System. This position may also assist in the review of development plans and the
coordination of en eerin recoxdkee in , includin electronic GIS and AutoCAD records.
Essential Functions
1. Municipal State Aid System annual update

2. Assists in the Pavement Management System
A. Annual or biannual road rating of the city streets

projects
Assists with feasibility study plans and specifications fox public improvements

4. Assists in Storm Water Management
A. Annual or biannual rating of ponds and wetlands

6. Construction inspection activities on public improvement projects

Minimum Qualifications
^ Two-year Civil Engineering Technology Degree
^ Five years' experience in related field
^ AutoCAD software training (Land Desktop, Map & Civil)
^ Certified Professional in Erosion and Sediment Control (CPESC) Certification ox the ability
to obtain within one year
^ ArcMAP software training
^ Valid driver's license
Preferred Qualifications
^ Erosion Control Inspector/Installer & Erosion Control Design
^ Constmcdon safety training (Gopher One Call)
^ MnDOT Certifications in Aggregate Production, Bituminous Street I and II, Bituminous
Plant I, Concrete Field I & II, and Grading and Base I & II
^ Microsoft Word and Excel
