BACKGROUND/DISCUSSION At the May 22, 2012, City Council meeting, direction was given to staff to price the cost of improving the King Avenue parking lot islands to a hard surfaced material to eliminate weeds and maintenance. The two types of hard surfacing options suggested were asphalt and concrete. The parking lot currently has seven islands that were reviewed for potential modifications. The locations of the islands are highlighted on the attached figure. The city code requires parking lot islands to be landscaped. To be consistent with our application of the city code, staff asked the contractor hired to construct the Main Street Parking Plaza to provide additional pricing options. Included are additional options from Peterson Companies that incorporate the planting of trees and paver stones to complete the island surface treatment. The price includes excavating the existing rock from the islands and installing the same pavers they will use on the project, which are the same style and color of pavers that exist along Main Street and along the bank on the west side of the parking lot. They also gave a price to furnish and install nine trees which would be included at the ends of the islands to match the existing tress that were previously planted in two of the islands. The prices for the different options are as follows: Replace surface on 7 islands with concrete or bituminous (estimate) $6,000 Staff notes this option in not consistent with Section 30-935 of the Elk River code which requires parking lot islands to be landscaped. Replace surface on 7 islands with pavers and mulch end caps (quote) $10,715 This option is would require staff to plant nine trees in the end caps where no trees presently exist. Staff would also be required to water the trees, as needed, to get them fully established. Replace surface on 7 islands with pavers, trees and mulch end caps (quote) $14,665 Staff would only be required to water the trees, as needed, to get them fully established.
