Since the departure of the Environmental Technician in late April, the Environmental Services Division has operated extremely short-staffed. The division employed an intern through St. Cloud State University on a state grant program. The stipend from the grant has been used and funding is depleted. Administration is currently analyzing the current needs for the division as well as impending mandate enforcement from the MPCA with regard to storm water management. The environmental division staffing needs and responsibilities are expected to be forwarded to Council later this fall. At this time, the division will be able to meet mandated requirements, Council approved goals and minimum budgeted service levels with the addition of an Environmental Assistant. Staff recommends the Council approve the hiring of Rachel King to fill the Environmental Assistant position. Ms. King is a recent St. Cloud State graduate, has gained environmental services experience in Elk River and will be able to pick up many of mandated requirements with little or no direction. The position is a temporary, non-benefitted position which will terminate on December 31, 2012, unless further approved by the City Council during the budget process. FINANCIAL IMPACT The position will be funded through the Environmental Services budget using a portion of the budgeted salary intended for the vacated Environmental Technician position. The position has been evaluated in accordance with the city Compensation and Classification Plan and the required education, experience and responsibilities are consistent with the grade classification of Non-exempt Grade 5. With her experience from previous internships and with workgroups and relevant committee work, I propose starting Ms. King at Step B with a starting hourly wage of $20.00/hour.
