Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council was called
to order at 6:30 p.m. by Mayor Dietz.

3. Consider Council Agenda
Mayor Dietz asked to remove item 4.5, Approve Engineering Tech II Position, off of
• consent and renamed 5.1.

5. Open Forum

5.1. Approving Engineering Tech II Position
• Mayor Dietz asked questions regarding the funding of this position and how much it will
cost.
Mr. Portner explained that $14,000 would come from the General Fund with the rest of the
funds to come from project funds and NPDES funds. He explained this position will be
programed into next year's budget and going forward, 20% of the salary would come from
the General Fund and the rest would be paid by professional services and billable expenses.

POSITION AS OUTLINED IN THE STAFF REPORT. MOTION CARRIED 4 -0.
6.1 Check Presentation — CenterPoint Energy
Chief Cunningham presented the staff report. He introduced Scott Lehner, Area Manager,
representing CenterPoint Energy's Community Partnership Grant.
Mr. Lehner presented Chief Cunningham with a check in the amount of $2,500 to purchase
confined space rescue equipment.
6.2 Fourth of JILly Celebration Update — Jim Boyle
Mr. Boyle updated the Council on the fundraising efforts by the Fourth of July Celebration
Committee. He stated they are well on their way to their $15,000 goal. He explained some of
the many local entertainment and vendors appearing at the celebration and stated the
• committee was putting together details on a Powered by Nature photo contest. He thanked
the Council for their support in the celebration.

There were no public hearings.
8. Presentation of the Comprehensive Annual Financial Report and Audit Results for Year •
Ended December 31 2011
Mr. Simon presented the staff report. He thanked staff, especially Lori Ziemer, for her
assistance in the preparation of the annual financial report. He introduced Andrew Berg
from Abdo, Eick & Meyers, who presented a PowerPoint presentation.
i�1r.Berg presented the 2011 audit report. He stated a clean opinion was issued and there
were no instances of non - compliance.
MOVED BY COUNCILMEMBER ZERWAS AND SECONDED BY
COUNCILMEMBER MOTIN TO ACCEPT THE COMPREHENSIVE ANNUAL
FINANCIAL REPORT FOR THE CITY OF ELK RIVER FOR THE YEAR
ENDED DECEMBER 31, 2011. MOTION CARRIED 4 -0.
8.2 Temporary Environmental Assistant
Mr. Portner presented the staff report. He explained the need for a temporary position
through the end of this year, and until the former Environmental Technician's position
could be re- evaluated. He is requesting the Council approve establishing a temporary
environmental assistant position and allow filling this position at some point in the future in
order to assist the Environmental Administrator's duties.

8.3 Discuss Work Session Agendas
Mr. Portner presented the staff report. Added to the July work session was to have a
discussion on coal tar asphalt sealant, and the Ice Arena Commission.
Mr. Portner gave an update on Bailey Point, noting that Mr. Babcock was out of town for
most of the month of May, but that the city's work has been completed and we're prepared
for a closing on the property when the owner is ready.
