BACKGROUND/DISCUSSION From the 1950s to the 1970s, the City of Elk River operated a dump located approximately one mile southeast of town. Currently, this property is referred to as Hillside Park. Prior to 1972, the site was used to burn and bury solid waste. The site was closed in 1972. The city began discussing creating a park on this property in 1985. In researching the history of the site, the city created Hillside Park on the property in 1988 to be used as a rugged, wooded trail with bike trails throughout. With the creation of the park, the city entered into a contract with Liesch Associates, Inc., to begin testing the monitoring wells down gradient from the old city dump along with several private wells within the vicinity. Liesch Associates, Inc. has conducted annual monitoring of these wells since that time. Over the years, the private well testing has ceased due to non-detections of contaminates. The two existing wells in Hillside Park have shown a stable to decreasing trend of Volatile Organics Compounds (VOC) contaminates. Staff consulted with Liesch Associates, Inc., and they recommend reducing the frequency of testing or ceasing the testing of the wells. Because of the "stable to non-detect levels" of contaminants in these wells over the past few years, staff recommends the Council approve sealing the two wells. Attached is a quote from Aqua-Plus to abandon and seal the two wells. FINANCIAL IMPACT Annual testing of the wells has cost the city approximately $1,000 each year since 1988. In 2012, the city paid Liesch Associates, Inc., approximately $1,000 for the testing, and $950 if Council direction is to seal the two monitoring wells. The groundwater sampling was completed on May 17, 2012 by Liesch Associates, Inc. (Liesch). Sample locations included monitoring wells MW-2 and MW-3 near the former City dump site (Figure 2). Laboratory results of the May 2012 sampling event (Table 1) indicate a low level VOC detection of Tetrachloroethene (PCE) in MW-2. PCE was detected in MW-2 at a level of 1.2 micro grams per liter (ug/L), an equivalent to parts per billion (ppb). No VOC's were detected in the sample collected from MW-3. The results of the 2012 sampling event are consistent with historic low concentrations found in groundwater samples collected from MW-2 and MW-3. Historically PCE has been detected in MW-2 and Trichloroethene (TCE) has been detected in MW- 3. The VOC concentrations at the monitoring well locations (MW-2 and MW-3) have been relatively stable over the last few monitoring events. TCE was not detected samples collected from MW-3 for the May 2012 sampling event. In recent sampling events, TCE has not been detected in MW-3 in the years 2005, 2007, 2009 and 2012. MW-3 TCE concentrations have been decreasing since initial sampling conducted in 1989. PCE levels detected in MW-2 have remained relatively static since 1989. PCE and TCE concentrations are currently below Minnesota Department of Health (MDH) Health Risk Limits (HRLs) for drinking water. MDH HRLs for PCE and TCE are currently set at 5 ppb. Based on information gathered during the 2012 sampling event it appears that VOCs detected in the monitoring wells remains consistent with data from the last few years.
