All exterior changes will require a permit and architectural drawings. 4. A 20-foot drive aisle must be maintained on the east side of the building at all times. BACKGROUND/DISCUSSION Mark Leadens currently operates Nature's Dry Cleaning on Freeport Street. He plans on relocating the business to Dodge Avenue. His business model relies on earth friendlier materials versus those used by standard dry cleaning. He plans to occupy the eastern 1,500 square feet of the building, and add a drive through access for clothing pick up and drop off on the east side of the building. There is currently no opening in this location. It appears that there is sufficient space for both the drive through aisle, emergency circulation, and screening to accommodate the improvement with little impact on the adjacent residential. Planning Commission Comment Planning Commissioners, at the public hearing on June 12, 2012, questioned the emergency access, the screening, and the parking. Commissioners were comfortable with the proposal. Public Comment Staff received one call from an area resident regarding the request. BACKGROUND/DISCUSSION The applicant is currently operating their business in another area of Elk River and is moving to the subject property, pending approval of a zone change. Facility The proposed use would operate in 1,500 square feet of space in the east end of the existing structure within the Elk River Retail Center subdivision. They are proposing a curbside dry cleaning service on the east side of the building. This will require some exterior modifications to the building. All required building permits shall be applied for. Drive-thru The applicant proposes a drive through improvement to the east side of the building. This new entrance will be covered with a canopy. There appears to be sufficient space for both a drop off area and lot circulation. The existing vegetation between the parking lot and Dodge Street provides screening for the residential properties adjacent to the site. The exterior changes will require a building permit. Parking/Circulation There are two access points to the site off of Dodge Street on the east side of the property. Both of these are shared accesses with Perkins to the south and the hotel to the north. The southern access (with Perkins) is the more heavily used intersection. Parking was established for the entire building assuming retail use, or 5 spaces per 1000. Signage The applicant will utilize one lighted sign structure on the building as well as the existing freestanding sign located on the western edge of the property along highway 169. All signage will meet applicable regulations. Employees They currently employee ten employees that alternate hours. PROPOSE: We propose to move existing business from 19022 Freeport Ave location, which is C-3 zoned to 18850 Dodge Street, which is zoned PUD. We propose to amend the PUD zoning to a proposed C-3 or C-4 zoning at this location. We also propose to have curbside dry cleaning service on the east side of the building with a sliding door and awning to protect customers from weather conditions. This will be built to city codes and specs. DESCRIPTION: Nature's Dry Cleaners, Inc. is an onsite full service dry cleaner that cleans and presses clothes in an environmentally friendly way. We use aHydro-Carbon, which is a safe system for employees, customers, neighborhood, air and ground, as we will not have any hazardous waste disposal. Removal of filter will be handled professionally annually. Hours of Operation: We are open Monday thru Friday 6:30 am - 7:OOpm, Saturday 9:00 am - 1:00 pm. There will be no noise, odors or vibrations outside of the property line. Number of Employees: We currently employ 10 employees, some of which alternate hours.
