There is no "one perfect model" that cities follow in addressing their building maintenance and cleaning needs. Quite frankly, the City has been very lucky in having a dependable individual do our cleaning and in having relatively new buildings which require minimal maintenance. Steve Rohlf is analyzing the building maintenance needs for the City along with analyzing the existing building maintenance contracts. Notes from Steve Rohlf on this issue will be handed out at the meeting. Sandy Thackeray is surveying communities on how they address building maintenance and cleaning issues, obtaining some sample job descriptions and obtaining quotes from local cleaning businesses. Attached is a memo from Sandy regarding the information she has found along with some notes on our current building cleaning needs. It appears that the most frequent model that cities use which addresses these two issues is the hiring of a building maintenance/custodial employee. This individual does some cleaning and maintenance and supervises a building cleaning firm. From the information we have received, it seems that no city is successful in having just one individual to do everything, but rather cities have an individual and contracting firms or an individual and an assistant or part time help. A building maintenance/custodial employee would be supervised by Phil Hals (with help from the City Clerk). At this point, we are still leaning toward the advertisement for an employee that has a boiler license so they can do some building maintenance and supervise our contracts. This employee would also supervise any necessary cleaning contracts and hopefully do the cleaning at City Hall. As you know, our building maintenance and cleaning needs are anticipated to grow in the not too distant future and an employee with cleaning contracted assistance appears the best route to take. MARSHALL Job Title: Building Maintenance Supervisor and Building Maintenance Worker Job Duties - Building Maintenance Supervisor: Supervises services provided by 2 full time building maintenance workers and one Green Thumb Worker; responsible for heating and air conditioning systems; maintains mechanical equipment; maintains phone equipment; snow removal at building locations; provides general cleaning in absence of custodian. Job Duties of Building Maintenance Worker: General Cleaning SALARY of Building Maintenance Supervisor: $16.10 SALARY of Building Maintenance Worker: $11.45 Job Requirements -Building Maintenance Supervisor: Course work on boilers, air conditioning and pneumatic controls and some experience on heating, plumbing and electrical. Job Requirements - Building Maintenance Worker: High School Education 2. RAMSEY Title: Building Maintenance Worker Supervisor: Administrative Services Manager Duties: Cleaning, miscellaneous duties, and general maintenance for city hall and police building. Runs errands; contracts for large cleaning jobs. Sets up for meetings; shovels and plows parking lot at city hall; delivers council packets, and runs general office errands. Job Requirements: Six months experience in building maintenance and repair. Special boiler's license. Class C driver's license. Six months experience in small appliance and general vehicle repair Problem arises when employee is absent - no one to take over the cleaning duties. Salary: $8.96 - $12.11 3. WILLMAR Job Title: Building Custodian and Building Maintenance I Salary: $6.12 - $16.85 4. CHANHASSEN Job Title: Building Maintenance Worker Duties: General cleaning provided by cleaning company. This position is responsible for overseeing the services provided by the cleaning company. Job Requirements: 2 yr. Vocational technical training in HVAC systems or two years of training in the HVAC industry. Building maintenance experience desirable. Salary- 13.07 - 19.65 5. ST. CLOUD Job Title: Custodial I and Building Maintenance Supervisor Salary: Custodial I - $12.44 - $13.91 - Bldg. Maintenance Worker - $12.80 - $14.33 Job Duties: Custodial I - Routine custodial work in the care of public buildings and grounds. Supervised by Building Maintenance Worker. Building Maintenance Worker: Same as custodial plus supervision of custodian, and semi skilled work in the care and maintenance of public buildings and maintenance of low pressure heating machinery. Minimum Job Requirements: Custodial I: One year experience in janitorial or custodial work. Class C Minn. Driver's license. Building Maintenance Worker: 2 yrs. Experience in custodial and building maintenance work with some experience in the operation and maintenance of low pressure boilers. Possession of an appropriate State Engineer's license. 6. GOLDEN VALLEY Job Title: Buildings' Custodian Job Duties: Monitors contract cleaning service's performance in city buildings. Mechanical system maintenance, snow plowing, routine interior and exterior maintenance of buildings. Minimum Job Requirements: Possess or able to obtain Minnesota Boiler license; minimum 4 years experience in building maintenance. Salary: $12.51 - $13.75 SUMMARY In conclusion, it seems there is no easy solution. Of the cities researched, only one has a single employee doing the cleaning of city hall. This city is dissatisfied with the situation. Problems arise when the employee is either sick or on vacation. There is no one to cover the work that the employee performs. A majority of the cities surveyed have offered two options; Hire a Building Maintenance Worker who supervises a Custodian. The custodian provides general janitorial services and the Building Maintenance Worker provides building maintenance such as HVAC, snowplowing etc. Hire a Building Maintenance Worker who is responsible for contracting with a cleaning service to clean the buildings. The Building Maintenance Worker provides building maintenance and snowplowing etc. (In both cases, the Building Maintenance Worker is required to do general cleaning when required or as needed). I have requested a quote for the work that is currently being done by Laurie Heinecke from a local cleaning service. They will provide a "ball park" quote as it will be very difficult to give an actual bid without visiting sites, taking measurements etc. I do not have this information available at this time.
