Formerly MSA Consulting Engineers Honorable Mayor and City Council City of Elk River 13065 Orono Parkway PO Box 490 Elk River, MN 55330-0490 RE: GUARDIAN ANGELS LAKE ORONO DEVELOPMENT PUBLIC HEARING Dear Council Members: The public hearing for the proposed sanitary sewer and water main improvements associated with the Guardian Angels Lake Orono Development is scheduled for Monday evening, May 18, 1998. Please bring the green-covered feasibility study, dated April 19, 1998. If you need a new copy of the feasibility study, please inform City Hall and we will provide one. As you will recall, Guardian Angels petitioned for sanitary sewer and water improvements to serve their Lake Orono development. The development consists of 80 units of assisted living, 20 town homes along the lakeshore, and one commercial site. In order to provide adequate fire protection, the feasibility study recommended that the watermain be looped easterly along the Elk Motel to the existing water that dead-ends in the driveway to the Elk Bowl. All the costs associated with improvements within the plat boundary of the Guardian Angels development are proposed to be assessed to Guardian Angels. The watermain loop to the east and a short extension of sanitary sewer to serve the Elk Motel and the other property in that area are proposed to be assessed against those two properties with an additional contribution from the Elk River Municipal Utilities. The improvement also calls for constructing a bituminous pathway over the watermain corridor. This was a recommendation from the Park and Recreation committee. The cost of the bituminous pathway is proposed to be financed with Park and Recreation funds. We will be prepared to make a brief presentation of the information contained within the feasibility study at Monday evening's public hearing. After the presentation, we will be available to answer questions that the City Council and/or public may have regarding the proposed improvements. At the close of the public hearing, it would be appropriate for the City Council to consider the attached resolution, which orders the improvement and the preparation of plans and specifications for the project. Green Company TJM/st Enclosure Howard R, Green Company O:~PROJ\803591J\591-1309.may.doc CONSULTING ENGINEERS RESOLUTION 98 - A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS IN THE MATTER OF THE GUARDIAN ANGELS LAKE ORONO IMPROVEMENT OF 1998 WHEREAS a public hearing relating to the Guardian Angels Lake Orono improvement was held before the Elk River City Council after ten days mailed notice and two weeks published notice of the hearing was given; and WHEREAS the City Council has duly considered the Feasibility Report and those matters presented at the public hearing by those persons desiring to be heard on the matter; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: The Guardian Angels Lake Orono improvement is hereby ordered as recommended in the Feasibility Report dated April 16, 1998. Howard R. Green Company is hereby designated as Project Engineer for this improvement. The Project Engineer is directed to prepare plans and specifications for the making of the improvement and the solicitation of competitive bids. Passed and adopted this 18 day of May 1998.
