DEVELOPMENT, AND HOLT/JACKSON UTILITY IMPROVEMENTS
Dear Council Members:
At various public hearing, the City Council has authorized the preparation of plans and
specifications for utility improvements on Boston Street, utility and street improvements on
Railroad Drive, and utility improvements to serve the Guardian Angels Lake orono
development. In addition to these three, we have prepared plans for looping of the watermain
and providing sanitary sewer service to the city-owned lot at the intersection of Jackson Avenue
and Holt Street. These plans are all now completed and ready for advertisement for bids. In an
effort to get a more competitive bid and economies of scale, we have combined all four projects
together for bidding purposes. As the City Council will recall, we were able to do this last year
quite successfully with three smaller projects.
The next step in moving these projects forward would be to consider the attached resolution
which approves the plans and specifications and orders the advertisement for bids on the four
projects. Bids would be opened on Wednesday, June 10, 1998, and at the next available City
Council meeting after the bid opening, the City Council will be asked to consider authorizing the
preparation of the assessment role and setting a date for the assessment hearing on these
projects.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ORDERING THE IMPROVEMENT AND
PREPARATION OF PLANS AND SPECIFICATIONS IN THE
MATTER OF THE BOSTON STREET, RAILROAD DRIVE,
GUARDIAN ANGELS LAKE ORONO, AND JACKSON/HOLT
UTILITY IMPROVEMENT OF 1998
WHEREAS
pursuant to various resolutions, the Project Engineer has prepared plans and
specifications for the Boston Street, Railroad Drive, Guardian Angels Lake
Orono, and Jackson/Holt utility improvement, which plans and specifications
have been reviewed by the City;
NOW,

THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
Such plans and specifications, a copy of which is attached hereto and incorporated
herein by this reference, are hereby approved.
The City Administrator shall prepare and obtain the publication of an advertisement for
bids for the making of the improvement pursuant to the attached plans and
specifications. The advertisement shall be published once each week for three
consecutive weeks, shall specify the work to be done, and shall state that the bids will be
received by the City Administrator until 9:00 a.m. on Wednesday, June 10, 1998, at
which time the bids will be publicly opened in the Council chambers of the City Hall by
the City Administrator and the Project Engineer, and will then be tabulated for
consideration by the City Council at a meeting thereof at 7:00 p.m. on Monday, June 15,
1998, in the City Council chambers at City Hall. No bids will be considered unless
sealed and filed with the City Administrator and accompanied by a cash deposit,
cashier's check, bid bond, or certified check payable to the City Administrator in the
amount of 5% of the amount of such bid.
