Sifts for Conditional Use Permit to allow. erem Barnhart, Plannin Mana er physical recreation and training use (Dance studio - PS Dance), REVIEWED BY Case No. CU 12-14 ACTION REQUESTED Staff recommends that the Planning Commission recommend approval of the Conditional Use Permit (CUP) for a Dance Studio with the following conditions: 1. As a Conditional Use Permit is not a Building Permit, the applicant shall apply for all require permits. 2. Signage requirements shall be as outlined in the Barrington Square Planned Unit Development agreement. 3. All exterior signage shall require a permit. BACKGROUND/DISCUSSION The applicant has been involved in a dance studio at their current location since 2007. They received an Interim Use Permit to operate at their current location until December 31.2012. They are requesting a CUP to operate a dance studio at the subject property. Facility The proposed use would operate in 3,870 square feet of space in an existing structure within the Barrington Square PUD. No exterior changes axe proposed. Employees/Students The studio will be operated by nine employees and classes will be on average 10 students. Parking/Circulation The site is accessed by one entrance on the south side of the property off of 8t1i Street. There currently are 24 parking stalls. Using the general standards for recreational parking of one space per four expected patrons, the studio would require three parking spaces which the existing parking lot provides. Signage Signage will consist of a wall sign. The proposed use for 251- 8~ St NW, is to be developed as P.S...Dance Studio. P. S...Dance Studio was founded in 1996, in Elk River, with the mission of creating a dance studio where fun and learning dance go hand in hand. We offer a variety of dance programs with price options for all levels of interests, for children ages 3 -Adult. Providing proper knowledge and technique in a positive, fun, warm environment. Moving to the 8~h Street location, will help the business maintain and potentially grow due to, visiblity from Highway 101, closer to schools, and visibity from McDonald's. This site will also be very convenient for local residents. . Hours of operation are Monday -Thursday 4:OOpm - 9:3Opm, with varied hours on weekends. . Number of Employees: 9 .
