West, Fi~ May 18, 1998 April 22, 1998, Full Scale Exercise As you are aware, the City of Elk River Emergency Management conducted a full scale exercise on Wednesday, April 22, 1998. There were numerous public safety agencies who participated in the one day full scale exercise. We had approximately 200 people who were involved during the simulated tornado that affected the Sherburne County Fairgrounds. ! will be in attendance at the Monday, May 18, Council meeting to review the events of the full scale exercise and show you a short video in reference to the full scale exercise. During the exercise evaluators were on site at the Sherburne County Fairgrounds and at the Emergency Operations Center at City Hall to critique the response of the various public safety agencies and to critique the Emergency Operations Center. The full scale exercise was tremendous success and a very good learning experience for all responding personnel. A good working relationship with various public safety response agencies is critical during any natural or man- made disaster. As always, during any full scale exercise, there are areas of improvement for the public safety agencies to work on in the future. I would like to thank the members of the Full Scale Exercise Design Team in giving their time and efforts during the extensive planning and preparation for the April 22, exercise. The cooperation of all design toam members and department heads are vital to conduct the full-scale exercise. CITY OF ELK RIVER FULL-SCAI,E EXERCISE SCENARIO NARRATIVE TYPE: Tornado Touchdown and Hazardous Material Spill LOCATION: Sherburne County Fairgrounds, City of Elk River DATE: April 22, 1998 BACKGROUND: At approximately 6:00 a.m. the National Weather Service has issued a Tornado Watch and a Severe Thunderstorm Watch for numerous counties in the State of Minnesota. Sherburne County has been included in the Severe Thunderstorm Watch and Tornado Watch. At 8:00 a.m. on Wednesday April 22, 1998, the National Weather Service has issued a Severe Thunderstorm Warning for all of Sherburne County including the City of Elk River. At 8:55 a.m. the National Weather Service has issued a Tornado Warning for the City of Elk River, with a tornado sighted 2 miles west of Elk River along Highway 10 and proceeding in an east to southeast direction. At 8:50 a.m. the Emergency Outdoor Warning Sirens were activated for areas in Big Lake Township and all of the City of Elk River. The date is Wednesday April 22, 1998, time 9:00 a.m.. The temperature is 92 degrees, humidity 60%, and winds are 10-25 mph. There have been numerous severe thunderstorms reported in the area and the National Weather Service has issued a Tornado Warning for the Elk River area. The Sherburne County Flea Market is in progress at the Sherburne County Fairgrounds. It opened at 8:00 a.m. on Wednesday April 22 and attendance at the flea market at this time is unknown. All booths and tables have been set up and were started for the day at approximately 8:00 a.m.. The Sherburne County Sheriffs Department has enacted their Emergency Operations Plan for the fairgrounds and evacuation was enacted with the report of severe thunderstorms and the Tornado Warning. The tornado proceeded through the Sherburne County Fairgrounds and shortly dissipated over the Mississippi River. It touched down with damage and injuries at the fairgrounds and in residential areas to the south and east of the fairgrounds. Additional Sherburne County Deputies, Elk River Police, and Elk River Fire Department Personnel have been called to the scene of the Sherburne County Fairgrounds. There are still thunderstorms in the area and no power in the area of the Sherburne County Fairgrounds. At approximately 9:30 a.m. it has been reported to Sherburne County Dispatch, by a citizen, that an overturned 7500 gallon tanker is leaking product onto the roadway at Orono Parkway and Hudson Lane from damage due to the tornado. Numerous phone calls have been reported to 911, Sherburne County Government Center, and the City of Elk River City Hall, in reference to the tornado and the overturned tanker. At approximately 10:00 a.m. the National Weather Service has given the all-clear for the Tornado Warning and Severe Thunderstorm Warning for the southern portion of Sherburne County including the City of Elk River. It is headed directly for Elk River!" ~epending on actual weather.) Outdoor Warning Siren activated near Sherburne County Fairgrounds. Radio call to Sherburne Dispatch. Sheriffs Deputy on scene at County Fairgrounds: "THIS IS AN EXERCISE!" "There has been a tornado touchdown at the fairgrounds, there is extensive damage. There are injuries, page out Rescue, EMS, and Fire." Elk River Fire and Ambulance paged. Fire and Ambulance blocked by debris in the area at Highway 10 and Joplin Street. Arrive on scene. Cellular called to Sherburne Dispatch reporting an overturned tanker on Orono Parkway by Hudson Lane. Radio to dispatch: "THIS IS AN EXERCISE!" "This is 3623, there is a tanker truck rollover at the intersection of Orono Parkway and Hudson Lane. Full-scale exercise completion. s:\document\eoplanknmtrsequ.doc GROUND RULES FOR THE FULL SCALE EXERCISE ACTUAL EMERGENCY CODE WORD: "RED BRICK" Used to stop aH exercise activity in the event of an actual emergency. When announced, cease exercise activity and await further instructions from the EXERCISE CONTROLLER. The exercise may be terminated, by the EXERCISE CONTROLLER, depending on the nature of the emergency. The SAFETY OFFICER also has the authority to stop or termluate the exercise at any time. The exercise controller team will moderate and keep the meter of the exercise. The exercise controller team will have the final word in all matters. · .All speed limits and trsffic signs will be obeyed. Response times are not being evaluated. · Red lights or sirens will not be used en route to locations. Lights can be used at locations for identification or traffic control. · Actual emergency response requirements or radio/telephone usage needs will always have priority over exercise activities. · If possible, units or individuals participating in the exercise should arrange for a backup to handle actual emergencies. · Radio/telephone trsfiqc should be in plain language and clear text. · Radio/telephone users should identify title and location. · During radio/telephone use, frequently include the statement '~rHIS IS A DRILL". · Play the game. ANTICIPATE. If more information is needed, ask.
