SUBJECT: June meeting agenda information
Attached are the first revisions of the second and third sections of the Mississippi Connections
Redevelopment Framework plan. The framework is based closely on the original plan prepared
in 2006. I am open to renaming suggestions.
Section II describes the planning process and then talks about the foundation of the plan;
the intent behind the graphics. A large chunk of section II deals with the process in
developing the plan to address the uncertainty of Highway 10 in 2006. While this was an
important aspect of the plan, and shouldn't be ignored,it is somewhat less relevant now,
with that issue being decided by MnDOT and the City Council. This portion of section will
move to a new section IV,appendices. Also planned for the appendix will be the notes and
comments obtained through the public comment period.
This section is the place to outline and describe what you as a task force want and why as the
study area changes.
Section III talks about implementation, the framework for incorporating the plan into
formal responses.
Based on my understanding of the issues,recent events, and our previous discussions, I have
started amending the document. My changes are tracked, and should be easily reviewable.
We are working on updating select graphics, these will be incorporated in the version that I
expect to distribute in July. Please don't be concerned with the pagination, some pictures
don't line up, etc. This will be fixed when the track changes are accepted or deleted.
Please review the document carefully and completely,be prepared to discuss what you want
changed in the document. Mondays meeting will be spent going through the
document page by page, discussing any changes the Task Force feels are necessary.

Next steps. In May,we agreed to take a break in July, so the meeting original scheduled for
July 30th is cancelled. I intend on sending out a new document ion the latter half of July.
This document will be based on the comments I've received thus far and the comments I
will hear on Monday night. The changes (underlined or struck through) identified previously
will be accepted,you will get a cleaned copy for review. My goal is to incorporate new
pictures or graphics where appropriate in the draft.
The draft will be reviewed in its entirety at the August meeting,with the public comment
period opening September 4`h.
