1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Consider March 14, 2012 Parks &Recreation Commission Agenda
MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY
COMMISSIONER NYSTROM TO APPROVE THE MARCH 14, 2012 PARKS &
RECREATION COMMISSION AGENDA. MOTION CARRIED 6-0.
3. Consider Minutes of February 8,2012 Parks &Recreation Commission Meeting
MOVED BY COMMISSIONER NYSTROM AND SECONDED BY
COMMISSIONER AHLNESS TO APPROVE THE FEBRUARY 8, 2012 PARKS
AND RECREATION COMMISSION MEETING MINUTES. MOTION
CARRIED 6-0.

6. Parks &Recreation Director Report
Parks and Recreation Director,Michael Hecker presented the Director's report sharing
department updates,highlighting that all department staff met again March 8`h to review the
strategic planning process of creating branding, core values,and mission statement for the
department.

Planner/Parks Planner, Chris Leeseberg presented the Elk River Senior Center and Ice
Arena reports.
Mr. Leeseberg also presented the Recreation report stating that February is the month
recreation staff begins to focus on planning for the upcoming summer season. This
planning requires such tasks as hiring new seasonal staff, adjusting existing programs and
coordinating with other divisions such as Park Maintenance on facility needs.
8. Action Items
8.1. Major Park Use Request- River's Edge Commons Park
Planner/Parks Planner, Chris Leeseberg presented a major park use request to rent River's
Edge Commons Park for eight hours versus the six hours as stated in the rental policy and
the applicant would like to have a band playing in the park during the wedding reception.
Commissioner Karlsen questioned the alcohol ordinance and how it would be kept out of
the park if the group is also utilizing the lower parking lot adjacent to the park.
Parks and Recreation Director,Michael Hecker explained that the Parks and Recreation
Commission is only considering the use and rental of the park and that the use and rental of
the parking lot will be going to the City Council.
Commissioner Nystrom expressed that the damage deposit amount was too low for and
event of eight hours.
MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY
COMMISSIONER AHLNESS TO RECOMMEND TO CITY COUNCIL TO ACCEPT
STAFF RECOMMENDATIONS WITH THE FOLLOWING GUIDELINES. TO
INCORPORATE THE ADDITIONAL TWO HOURS CHARGE A TOTAL OF $450
ALONG WITH THE STANDARD $250 DAMAGE DEPOSIT. THE GROUP WORK
WITH THE PARKS & RECREATION DEPARTMENT REGARDING THE MUSIC
THE BAND PERFORMS. ALCOHOL IS NOT TO BE PERMITTED IN RIVER'S
EDGE COMMONS PARK PROPERTY AND THE GROUP WILL COVER THE COST
OF ANY ADDITIONAL FEES SUCH AS EXTRA TRASH CANS AND STAFF
ATTENDANTS AS DETERMINDE BY THE PARKS& RECREATION
DEPARTMENT. MOTION CARRIED 6-0
9. Park/Program Highlights
Planner/Parks Planner, Chris Leeseberg shared and update on the Recreation Staff moving
the City Hall.
10. Announcements
Mayor Dietz shared that the city is still pursuing Hockey Day in MN for Jan. 2014.

Parks and Recreation Director,Michael Hecker reminded the commissioners that there
would need to be an election held at the April meeting for the Chair and Vice-Chair
positions.
