04-12-2012 PR MIN MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, APRIL 12, 2012 Members Present: Chair Anderson, Commissioners Ahlness, Kallemeyn, Karlsen,Niziolek, and Nystrom Staff Present: Michael Hecker,Parks and Recreation Director; Steve Benoit,Recreation Manager, Chris Leeseberg,Planner/Park Planner, Sue Kostanshek, Senior Center Coordinator; Tonya Love,Recreation Coordinator 1. Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m. by Chair Anderson. 2. Consider April 11, 2012 Parks &Recreation Commission Agenda MOVED BY COMMISSIONER AHLNESS AND SECONDED BY COMMISSIONER KARLSEN TO APPROVE THE APRIL 11, 2012 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 6-0. 3. Consider Minutes of March 14,2012 Parks &Recreation Commission Meeting MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER KARLSEN TO APPROVE THE MARCH 14,2012 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 6- 0. 4. Open Mike — None 5. Awards &Recognitions Senior Center Coordinator,Sue Kostanshek presented Hank Bost as Parks &Recreation Volunteer of the Month. 7. Action/Discussion Items 6. Parks &Recreation Director Report Parks and Recreation Director,Michael Hecker presented the Director's report sharing department updates, highlighting and thanking Sue Kostanshek, Senior Center Coordinator for her 27 years of service. Park&Recreation Commission Minutes Page 2 April 11,2012 Commissioner Niziolek stated he believed the Houlton property should be looked at and is a great site. 7. Division Manager's Reports Recreation Manager, Steve Benoit presented the Elk River Senior Center and Ice Arena reports. Mr. Benoit also presented the Recreation report stating that the summer program guide had been completed and distributed to the Elk River Community. 8. Action Items 8.1. Major Park Use Request- Orono Park Recreation Manager, Steve Benoit presented a major park use request to use Orono Park for Hinotes Heroes Charity Event. Event will be held on Saturday July, 28th from 10:30am- 7:30pm with the proceeds raised being donated to charities. Staff recommends rental fees be waived,group work with Parks Maintenance Department on tent location and group will cover the cost of any additional fees such as extra trash cans or portable toilets. MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER NYSTROM TO RECOMMEND TO CITY COUNCIL TO ACCEPT STAFF RECOMMENDATIONS OF RENTAL FEES WAIVED,GROUP TO WORK WITH PARKS DEPARTMENT ON TENT LOCATION AND GROUP TO COVER THE COST OF ANY ADDITIONAL FEES SUCH AS EXTRA TRASH CANS OR PORTABLE TOILETS. MOTION CARRIED 6-0. 8.2. Sherburne Soil&Water Conservation District Grant Presentation Resource Conservationist,Gina Hugo presented a proposed ecological management plan for Woodland Trails Park. Funding would be sought through a Minnesota DNR grant of $75,000. MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER KALLEMEYN TO RECOMMEND TO CITY COUNCIL TO APPROVE PURSUEING THE MINNESOTA DNR GRANT FOR$75,000 TO IMPLEMENT AN ECOLOGICALLY SENSITIVE BIOMASS HARVEST IN WOODLAND TRAILS PARK AND WORKING WITH TILLER CORPORATION TO HELP BRING THE COST DOWN. MOTION CARRIED 6-0. MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER AHLNESS TO RECOMMEND TO CITY COUNCIL TO BUDGET ANNUALLY FOR BUCKTHORN REMOVAL TREATMENTS IN WOODLAND TRAILS PARK. MOTION CARRIED 6-0. Park&Recreation Commission Minutes Page 3 April 11,2012 8.3. Trott Brook Farms Home Association Monetary Donations Parks and Recreation Director,Michael Hecker shared that the Trott Brook Farms Homeowners Association would like to donate $61,341 to go towards park improvements at Trott Brook Farms Park. This monetary donation will go towards a basketball court, court lighting and a drinking fountain within the park. MOVED BY COMMISSIONER AHLNESS AND SECONDED BY COMMISSIONER NIZIOLEK TO RECOMMEND TO CITY COUNCIL TO ACCEPT A MONETARY DONATION OF $61,341 FROM THE TROTT BROOK FARMS HOMEOWNERS ASSOCIATION FOR IMPROVEMENTS TO CONSTRUCT A BASKETBALL COURT WITH LIGHTING AND A DRINKING FOUNTAIN. MOTION CARRIED 6-0. 8.4. Lions Club Donation Parks and Recreation Director,Michael Hecker shared that the Elk River Lions Club would like to donate up to 25-trees to the Parks and Recreation Department. The Lions Club will donate,plant, and maintain the trees for one year. MOVED BY COMMISSIONER NYSTROM AND SECONDED BY COMMISSIONER AHLNESS TO RECOMMEND TO CITY COUNCIL TO ACCEPT A DONATION OF UP TO 25-TREES FROM THE ELK RIVER LIONS CLUB. THE CLUB WILL WORK WITH THE PARKS DEPARTMENT FOR THE BEST LOCATION TO PLANT ALONG WITH MAINTAINING THE TREES FOR ONE YEAR. MOTION CARRIED 6-0. 9. Park/Program Highlights Recreation Manager, Steve Benoit shared an update regarding Pinewood Golf Course marketing efforts and shared that there are two new programs this summer. The first being the department will take registrations for the Community Garden and the second new program is a Co-Rec Softball League. 10. Announcements 11. Election of Chair and Vice Chair MOVED BY COMMISSIONER NIZIOLEK AND SECONDED BY COMMISSIONER KARLSEN TO NOMINATE DAVE ANDERSON TO BE COMMISSION CHAIR. MOTION CARRIED 6-0.
