UTILITIES COMMISSION MEETING
TO: FROM:
Elk River Municipal Utilities Commission Theresa Slominski—Finance and Office
John Dietz, Chair Manager
Daryl Thompson, Trustee
Al Nadeau, Trustee
MEETING DATE: AGENDA ITEM NUMBER:
June 12, 2012 2.9
SUBJECT:
Review Pay Equity Report update
BACKGROUND:
In February we filed our 2012 Pay Equity Compliance Report, per Local Government Pay Equity Act,
M.S. 471.991-471.999 and Minnesota Rules, Chapter 3920 requiring local jurisdictions to submit a pay
equity report to the State of Minnesota every three years.. At that time we were out of compliance and the
wage committee was charged with meeting to propose changes to bring us back into compliance.
DISCUSSION:
While we still have not received our official notice from the state acknowledging that we are out of
compliance and requesting changes to bring us back into compliance, the wage committee did meet on
May 30`h to begin the process. For this meeting, the database was updated to reflect the COLA
implemented effective January 1, 2012, and the changes in points for the General Manager position with
related pay increase effective April 1,2012. With this updated information, we are now in compliance
and the compliance report is attached. Discussion took place regarding the reasons for being out of
compliance in January, as well as possible changes to staffing and pay that could have been considered
and that may impact future compliance.
ACTION REQUESTED:
Staff recommends that the Elk River Municipal Utilities Commission approve this updated pay equity
report filing for 2012, to be filed when official notice of noncompliance is received.
