BACKGROUND /DISCUSSION The reorganization plan that was brought before Council on May 21, 2012, included the creation of a hybrid department consisting of Community Development and Public Works. The attached Community Operations and Development Director Position Description combines duties of both of the former Public Works Director and Community Development Director positions. The department will be led by a director and a deputy director, one having strength in Public Works and the other having strength in Community Development. The position was evaluated for pay and will be placed in either pay grade 15 or 16 dependent upon the skillset the candidate brings to the position. The anticipated hiring range for this position is $84,840 to $96,271. Recruitment and Hiring With an aggressive schedule, we could advertise for three weeks and then have another week for evaluating resumes which would take us to the beginning of September. Interviews could take place late in the week of Labor Day or early the following week. A recommendation could be brought to the Council perhaps as soon as the first or second meeting of October. In January of 2011, the Council decided that the hiring committee for department director positions should consist of the following members: • City Administrator • Council Member • Board/ Commission Member (from applicable board/ commission) • 1 -2 people in similar positions from another city /county • Additional department director Staff would like direction as to the responsibility of this committee. This committee could be responsible for either of two things: POWERED By A IR 1. Making the hiring recommendation to the City Council. This would expedite the process and have the candidate on staff sooner. 2. Recommending top candidates to interview with the City Council as handled when the Park and Recreation Director was hired. Staff recommends having another interview committee that would hold interviews at the same time as the above mentioned committee. This committee would consist of the division managers that fall under the department's responsibility and other department directors not participating on the first committee. This would allow the employees who would be working directly with the applicant to develop and provide their evaluation. FINANCIAL IMPACT Assuming a mid- October start date, pay and benefits for 2012, which would come from the Council Contingency provided for new positions, is estimated to be approximately $25,000. This will vary based upon when the candidate begins work, which pay grade the position is placed in, and the step the candidate is given. This position is included in the 2013 budget. Position Summary The Community Operations and Development Director is responsible for the management, leadership, and oversight of the planning and development operations of the community and its public infrastructure. Essential Functions Directs and supervises department operations to achieve goals within available resources. A. Trains, develops, and motivates staff. B. Evaluates employee performance on a formal and informal basis and creates job performance improvement plans as appropriate and in a timely manner. C. Develops and implements operational procedures and policies to improve efficiency and effectiveness of operations. D. Analyzes department programs and processes to ensure effective service delivery. E. Delegates work assignments. 2. Develops strategic initiatives to further the mission, goals and objectives of the City Council, Economic Development Authority, Housing and Redevelopment Authority, Planning Commission, Energy City Commission, and Heritage Preservation Commission. 3. Provides leadership and direction in the development of departmental short- and long -range plans and projects. A. Gathers, interprets, and prepares data for studies, reports, and recommendations. B. Coordinates department activities with other departments and agencies as needed. C. Conducts policy analysis to meet needs efficiently and effectively. D. Coordinates planning, design, construction and maintenance of all street, storm water and wastewater system improvements for the city. 4. Monitors intergovernmental activities and legislative initiatives affecting city and department operations and takes appropriate action. Page 1 5. Performs communication and reporting activities. A. Responsible for the preparation of annual department reports and ensures that mandated reporting requirements are met. B. Provides information and consultation to the City Administrator, City Council, City Commissions, as well as county, state, and federal agencies. C. Actively participates as a member of the senior management team. D. Attends City Council, board and commission meetings, and meetings with other governmental agencies and public groups. Serves as staff liaison to various committees, boards and commissions. 6. Prepares, submits, and administers annual department budget including the controls necessary to ensure budgetary compliance. A. Responsible for staff support to monitor revenues and expenditures to assure sound fiscal control. B. Assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time. 7. Performs other essential job duties. A. Regular and timely work attendance. B. Required Knowledge, Skills, and Abilities ❑ Knowledge of community development, economic development, redevelopment, planning, zoning, and urban land use principles, land use law, best practices, and trends and /or knowledge of civil engineering and public works principles, practices and methods as applicable to a municipal setting. ❑ Knowledge of the strategic planning process, budget development and administration. ❑ Knowledge of local, state and national environmental laws. ❑ Experience with public financing tools including grants, loans, state and federal programs, tax abatement, and tax increment financing and the ability to use them to design effective financial assistance packages for new or expanding businesses. ❑ Ability to negotiate effectively. ❑ Ability to manage and supervise diverse department functions. ❑ Ability to think in a creative and strategic manner in order to develop alternative program proposals designed to achieve results consistent with community goals. ❑ Ability to communicate effectively orally and to write clearly, concisely, and legibly. ❑ Ability to make presentations to a variety of audiences. ❑ Ability to analyze technical and statistical information and to prepare and present technical oral and written reports. ❑ Ability to maintain effective working relationships. ❑ Experience with Microsoft -based software. ❑ Ability to move about on constructions work sites and under adverse field conditions. ❑ Demonstrated leadership abilities. Minimum Qualifications ❑ Bachelor's degree in public administration, urban studies, land use planning, civil engineering or closely related field. ❑ Five years supervisory experience. ❑ Seven years extensive experience of a progressively responsible nature in public works or Page 2 Community Operations and Development Director economic and general community development activities. ❑ Demonstrated experience as a department director or division manager of multiple disciplines. ❑ Valid driver's license and good driving record. Preferred Qualifications ❑ Master's degree in urban studies, public administration, or closely related field. ❑ Registered professional engineer in the state of Minnesota. ❑ Experience with grant writing and administration. ❑ Knowledge of engineering and building construction principles and concepts. ❑ Knowledge of geographic information systems. ❑ Knowledge of landscape architecture and traffic engineering. ❑ Knowledge of the principles and practices of civil engineering as they relate to planning and subdivision design and control.
