Approve the hiring of Daniel Belair as engineering technician II beginning Monday, August 20, 2012, at
pay grade 7, step B.
BACKGROUND /DISCUSSION
At the June 4, 2012, meeting, the City Council approved the engineering technician II position. Staff
interviewed five candidates from the 10 applications received and recommends the hiring of Daniel
Belair.
Mr. Belair has worked for the City of Fridley as an engineering technician for six years. Prior to that, he
worked for six years as an engineering technician for RFC Engineering, a civil engineering firm in Ham
Lake. Mr. Belair also holds many MnDOT and erosion control certifications relevant to this position.
Dan brings great experience in construction inspection, administration and testing, AutoCAD drafting,
GIS support, and overall knowledge in design of municipal street and utility systems.
Periodically, the market demand for specific skills, training, and experience outpaces compensation plans.
To be competitive, staff recommends starting Mr. Belair at step B, in grade 7. Mr. Belair is highly
motivated and excited to begin his employment with the City of Elk River. This position was funded in
the 2012 budget in Council Contingency. Later this year, staff will present a request to transfer the funds
to Engineering.
Following six months of employment and satisfactory performance, Mr. Belair would be eligible for any
cost of living adjustment given to city employees for 2013. Mr. Belair would be eligible for his first step
increase on July 1, 2013.
FINANCIAL IMPACT
An estimated 20% of the personnel costs will be General Fund - related and the remaining will be
reimbursed to the General Fund from Capital Projects Funds (40% to Project Funds and 40% would be
attributed to NPDES requirements). The 20% not reimbursed from the General Fund would come out
of the $158,550 Council Contingency for personnel recommendations. For the balance of 2012, the
General Fund cost is expected to be about $5,200 for salary and benefits.
