City Engineer ITEM DESCRIPTION REVIEWED By Stormwater Pond Outlet Modification Cal Portner, City Administrator REVIEWED BY ACTION REQUESTED Authorization to accept the low quotes received from Michels Corporation and Herbst Excavating in the amount totaling $23,161.75 to install a new overflow pipe to control maximum elevation of the pond located just south of Time Out Restaurant and Sports Bar. BACKGROUND /DISCUSSION The storm water pond located south of Time Out Restaurant and Sports Bar east side of TH169 has caused a number of complaints in relating to the elevation of standing water in the pond and its affect on private property improvements and trees. The pond elevation is controlled with an overflow on the west side of TH169 as shown on the attached figure. The overflow was installed in 2006 in an emergency effort to lower the pond level. New developments north of the pond since 2006, have increased the total volume of storm water that flows to the pond. The storm water systems in the new developments, while designed to not increase the rate at which the water drained off their sites, have contributed increased volume of water directed to the Time Out pond. Prior to the outlet being installed in 2006, the pond was isolated with no direct outlet. With the increased volume of water, the water level continues to stay higher than historic levels as reviewed on historical aerial photographs. In addition to the higher water level's effect on private property improvements, the water now stands in the MnDOT right -of -way causing a drainage concern from them along TH169. As a temporary measure we have rented a pump on three separate occasions over the past year to lower the level of the pond. The time and cost associated with the pumping does not make it a viable long -term solution to control the level. The outlet installed in 2006 tied into the existing storm water system. While it lowered the pond by about three feet at the time, the level is high enough to still cause damage to private properties, trees, and the state TH169 ditch system. We have worked with the property owner of the Leeann Chin building to obtain a drainage and easement through their property to allow for the installation of a new outlet pipe that will control the elevation of the pond 21 inches lower than the existing pipe. This 21 -inch reduction in elevation will lower the water level so it does not affect the private property improvements or trees that now sit underwater for long periods of time. We have also worked with MnDOT to secure approval of the plan to make the overflow modification. N If this work is approved by the City Council, we will work with the contractors to have the work completed by the end of August 2012. FINANCIAL IMPACT We have obtained four quotations from contractors for the completion of the work. The quotations received were as follows: Excavation work and setting new manhole on Freeport Street: Herbst Excavating $5,450.00 Brenteson Companies, Inc. $16,401.00 Directionally drill new 12" HDPE overflow pipe: Michels Corporation $17,711.75 Underground Piercing, Inc. $19,697.41 Staff recommends approval of the low quote submitted by Herbst Excavating and Michels Corporation in the respective amounts listed above. This project will be funded through the approved 2012 Surface Water Management Fund in which $67,000 remains for contractual services.
