HELD AT THE ELK RIVER CITY HALL

1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:30 p.m. by Chair Wilson.
2. Consider May 7,2012 HRA Agenda
MOVED BY COMMISSIONER TOTH AND SECONDED BY
COMMISSIONER LIESER TO APPROVE THE May 7, 2012 HRA AGENDA
AS PRESENTED. MOTION CARRIED 5-0.
3. Consider Consent Agenda

COMMISSIONER LIESER TO APPROVE THE CONSENT AGENDA AS

4. Open Forum-No one appeared for Open Forum
5. Authorize Contract with Peterson Companies.Inc. for Construction of Main Street Parking
Plaza Downtown
Ms.Deckert reviewed her memo the HRA regarding details of the project. Four bids were
received and opened on May 2,2012,ranging from$163,250 to $200,000. Staff
recommends award of the contract to Peterson Companies,Inc.in the amount of$163,250.
The project is scheduled to be completed on or before June 22,2012.

Commissioner Kuester asked if there was any possibility the project would be completed for
Art Soup. Ms. Deckert stated no,most likely next year they would be able to utilize the
space.
Commissioner Motin stated that the bids were must higher than the estimate by Landform.
Ms. Deckert stated yes,that Landform's estimate was low.
Commissioner Toth stated that he was aware some of the businesses were opposed to
closing the Main Street access to the parking lot. He stated that Keith Holme of Kemper
Drug felt the closure was a detriment to his business. Ms.Deckert noted that she sent a
memo to the downtown businesses explaining the HRA's decision and has received a few
positive comments.
Commissioner Lieser asked if the proposed benches,trash receptacles and light poles will
match what is across the street. Ms.Deckert stated yes.
MOTION BY COMMISSIONER TOTH AND SECONDED BY
COMMISSIONER LIESER TO AWARD THE MAIN STREET PARKING
PLAZA EXPANSION PROJECT TO PETERSON COMPANIES. INC. IN THE
AMOUNT OF $163,250.00.
Commissioner Motin expressed concern that the costs are quite a bit higher than estimated
by Landform. He stated that usually costs are overstated and bids come in lower than
estimated. Chair Wilson agreed that Landform did not give an accurate estimate and asked if
they have been made aware of the discrepancy. Ms. Deckert stated no,but that she will let
them know.
MOTION CARRIED 5-0.
6. Main Street Parking Plaza Management and Maintenance
Ms. Deckert explained staff's recommendation to transfer operations and maintenance of
the Main Street Parking Plaza to the respective city departments. She noted that special
event requests require a permit which is reviewed by staff and approved by City Council.
Commissioner Motin asked if there was a plan to transfer ownership of the HRA property
to the city. Ms.Deckert stated that this option could be explored,and the impact of the
transfer,if a parking structure was built in the future. Commissioner Toth stated he felt that
if the property is going to be a parking lot,it should be owned by the city. Chair Wilson
stated that this topic can be discussed further at another time.
Commissioner Motin stated that there may be a possibility of further development,and there
is the possibility that the city may eventually acquire the meat market property,if they were
to sell. He stated this issue could be discussed at a staff level,and the HRA could revisit it in
a year.

MOTION CARRIED 5-0.
7. Other Business
7.1 Jackson Street Water Tower
Ms. Haug stated that the Jackson Street water tower is on the National Historical
Register's pending list. Comments can be submitted to them until May 14th. If the
water tower is added to the list,this will open the opportunity to pursue grants for
restoration.
7.2 4th of July Celebration
Ms.Deckert stated that the first fundraiser for the 4th of July celebration is a
spaghetti dinner scheduled for May 18 at the American Legion from 4—8 p.m.
7.3 Business Recycling
Mr.Wilfahrt noted that there will be a presentation regarding the Energy City
business recycling program on Wednesday,May 23=d from 12 noon- 1:30 p.m.

There being no other business,Chair Wilson adjourned the meeting.
