Adoption of the American Public Power Association Safety Manual J5`h Edition
BACKGROUND:
In April of this year, Elk River Municipal Utilities (ERMU) received the Reliable Public Power
Provider(RP3) recognition from the American Public Power Association (APPA). One of the
categories that the APPA scores for the RP3 recognition is safety. One of the requirements is to
formally adopt a safety manual.
DISCUSSION:
Although ERMU has used the APPA safety manual as well as an ERMU safety manual for many
years, ERMU has never formally adopted a safety manual. To formally adopt a safety manual, it
must be done by the governing body and recorded in the minutes. The General Manager must
then direct all employees to use the safety manual and provide supporting documentation or a
memorandum.
ACTION REQUESTED:
Staff recommends the Commission formally adopt the 15`h edition of the American Public Power
Association Safety Manual. A copy of the manual is available for review.
