SR 08-20-2012 ‘L Elk REQUEST FOR ACTION River TO ITEM NUMBER Mayor&City Council 4.8 AGENDA SECTION MEETING DATE PREPARED BY Consent Agenda August 20, 2012 T.John Cunningham, Fire Chief ITEM DESCRIPTION REVIEWED By Grass Truck Replacement Tim Simon, Finance Director REVIEWED BY Cal Portner, City Administrator ACTION REQUESTED Authorize the purchase of the following: • Ford F350 Supercab pickup truck from Elk River Ford-Dodge-Jeep • 8 GPM ultra high-pressure suppression unit from Clarey's Safety Equipment • Winch from Hooze 4x4, Inc. • Other accessories,including emergency lighting,graphics, and hardware BACKGROUND/DISCUSSION The Fire Department is seeking approval to move forward with the purchase of a new grass fire response truck. This project has been budgeted for$75,000 out of the 2012 Equipment Replacement Fund. This vehicle will replace an aging 20+ year front-line vehicle. A committee consisting of command officers and firefighters,led by District Chief Phil Collins,is recommending this purchase,including the installation of a new,modern-era high-pressure foam suppression system. The committee tested this technology in a controlled burn in Woodland Trails Park in the spring. This is a departure from typical water-only suppression methods in that the system will deploy a thick foam blanket over the fire,utilizing very little water while having increased penetration and coverage capabilities. There has been$75,000 budgeted for this project. The committee is recommending a package that will be under budget. A breakdown of the costs are as follows: • 2012 Ford F350 Supercab pickup from Elk River Ford-Dodge-Jeep: $24,454 • 8 GPM ultra high-pressure suppression unit from Clarey's Safety Equipment: $16,399 • Winch from Hooze 4x4: $4,523.99 Additional outfitting costs,including the installation of emergency warning lighting,graphics and hardware (hose, etc.) will cost approximately$5,000- $6,500. While not on the state contract, Elk River Ford-Dodge-Jeep has provided competitive pricing. The Fire Department is recommending proceeding with the purchase of the vehicle from a local distributor. Due to the timing of this project, state contract pricing is not yet available for 2013 models and Ford is not taking state contract orders for 2012. FINANCIAL IMPACT There has been$75,000 budgeted for this project. Total project costs are not expected to exceed $55,000. This project has been budgeted in the 2012 Equipment Replacement Fund.
