Pursuant to due call and notice thereof, the meeting of the Economic Development
Authority was called to order at 5:30 p.m. by President Dwyer.

Commissioner Touchette indicated he is a member of the YMCA Board and will abstain
from voting on this matter.
Mr. Simon presented the staff report.
MOVED BY COMMISSIONER MOTIN AND SECONDED BY
COMMISSIONER TVEITE TO ADOPT RESOLUTION 09 -03 ESTABLISHING
THE 2010 REFERENDUM TAX LEVY AS APPROVED BY VOTERS FOR A
RECREATIONAL FACILITY TO BE LEASED TO THE YMCA. MOTION
CARRIED 5 -0. Commissioner Touchette abstained.
7. Presentation and Discussion on Shovel - Ready Site Certification Program
Gene Goddard, MIN Department of Employment and Economic Development presented a
PowerPoint on the Shovel -Ready Site Certification Program.
Commissioner Motin questioned if the program is for commercial and industrial. Mr.
Goddard indicated the program is mainly targeted for industrial but large commercial office
sites could also apply.
Commissioner Motin questioned if private landowners can seek the shovel -ready
certification. Mr. Goddard stated there must be a partnership with the city.
Commissioner Motin questioned if costs associated with preparing the site for shovel -ready
certification can be reimbursed through Tax Increment Financing (TIF) or Tax Rebate
Financing (TRF). Mr. Goddard explained that the costs can be recovered through a variety
of options including but not ]united to: TIF, administrative fees, land cost, reserve funds
transferred from the utility, and the assessment process.

There being no other business, President Dwyer adjourned the meeting of the Elk River
Economic Development Authority at 6:40 p.m.
