Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Economic Development Authority was called to order at 5:30 p.m. by President Dwyer. 2. Consider Agenda MOVED BY COMMISSIONER TVEITE AND SECONDED BY COMMISSIONER KLINZING TO APPROVE THE AUGUST 10, 2009 EDA AGENDA. MOTION CARRIED 6 -0. Consider Consent Agenda MOVED BY COMMISSIONER TVEITE AND SECONDED BY COMMISSIONER WESTGAARD TO APPROVE THE CONSENT AGENDA AS FOLLOWS: 3.1. JULY 13, 2009 REGULAR MEETING MINUTES 3.2. CHECK REGISTERS 3.3. BALANCE SHEET 3.4. REVENUE /EXPENDITURE REPORT MOTION CARRIED 6 -0. 4. Open Mike No one appeared for open mike. Consider Year 2010 EDA BudLet and Resolution ReaardinL, Tax Levv Ms. Mehelich presented the staff report. MOVED BY COMMISSIONER TVEITE AND SECONDED BY COMMISSIONER WESTGAARD TO APPROVE THE 2010 EDA BUDGET AS PRESENTED, AND APPROVE RESOLUTION 09 -02 ESTABLISHING THE TAX LEVY FOR THE ELK RIVER ECONOMIC DEVELOPMENT Economic Development Authority Minutes August 10, 2009 AUTHORITY IN AND FOR THE CITY OF ELK RIVER, MINNESOTA. MOTION CARRIED 6 -0. 6. Consider Resolution Regarding 2010 YMCA Lei Page 2 Commissioner Touchette indicated he is a member of the YMCA Board and will abstain from voting on this matter. Mr. Simon presented the staff report. MOVED BY COMMISSIONER MOTIN AND SECONDED BY COMMISSIONER TVEITE TO ADOPT RESOLUTION 09 -03 ESTABLISHING THE 2010 REFERENDUM TAX LEVY AS APPROVED BY VOTERS FOR A RECREATIONAL FACILITY TO BE LEASED TO THE YMCA. MOTION CARRIED 5 -0. Commissioner Touchette abstained. 7. Presentation and Discussion on Shovel - Ready Site Certification Program Gene Goddard, MIN Department of Employment and Economic Development presented a PowerPoint on the Shovel -Ready Site Certification Program. Commissioner Motin questioned if the program is for commercial and industrial. Mr. Goddard indicated the program is mainly targeted for industrial but large commercial office sites could also apply. Commissioner Motin questioned if private landowners can seek the shovel -ready certification. Mr. Goddard stated there must be a partnership with the city. Commissioner Motin questioned if costs associated with preparing the site for shovel -ready certification can be reimbursed through Tax Increment Financing (TIF) or Tax Rebate Financing (TRF). Mr. Goddard explained that the costs can be recovered through a variety of options including but not ]united to: TIF, administrative fees, land cost, reserve funds transferred from the utility, and the assessment process. 8.
