0. ATTENDANCE

I. CALL MEETING TO ORDER
The March 7,2012, meeting was called to order at 6:32 p.m. by Fire Chief T.John
Cunningham.
2. INTRODUCTIONS
Members of the Fire Service Task Force,including ad hoc member Calvin Portner (City
Administrator),introduced themselves.
3. CONSIDER AGENDA
No changes to the agenda were made.
4. PRESENTATION — CHIEF CUNNINGHAM
Chief Cunningham gave a presentation on the history of the Elk River Fire Department
and the background for creating the Fire Service Task Force. Included in the
presentation were statistics relating to call volume, operating budget and staffing levels.
A copy of the PowerPoint is included as part of the record.
Chief Cunningham also prepared and presented an initial S.W.O.C. (strengths,
weaknesses,opportunities and challenges) analysis with the intent of beginning
discussions for the Task Force. Subsequent discussions were had pertaining to the
organization's governance and oversight, command structure and general staffing.
Due to time, Chief Cunningham ended his presentation early and it was decided that
Items 6, 7 and 8 would be moved to a future agenda. The Task Force agreed that the
issue of governance,particularly relating to by-laws vs. policy/procedure,is a top priority
for discussion at the next meeting.
