SUBJECT: 5/16/12 Meeting (Topic 4.1)
At the last meeting of the Fire Service Task Force on May 2,2012, the group decided to host
the next meeting in the Emergency Operations Center (EOC) to afford all firefighters the
opportunity to attend. The purpose of the meeting will be to introduce the Task Force to
the depatunent, to provide an overview of the Task Force's work thus far, and to provide an
opportunity for firefighters to share any comments they may have with the Task Force as a
whole.
Attached is a copy of the letter that was mailed to individual firefighters this week
(attachment A). Firefighter and Elk River Fire and Ambulance coordinator Steve
Dittbenner separately distributed a letter to the department on May 3,2012, a copy of which
is also attached (attachment B).

As you may know,there has been some discussion and with it some concern voiced regarding the
actions,intent and process of the Fire Service Task Force (Task Force). To address any concerns, on
Wednesday, May 16, 2012, at 6:30 p.m.,the Task Force will host their fifth meeting in the Emergency
Operations Center (FOC). The purpose of this meeting is to introduce the Task Force to the
department, to provide an overview of the Task Force's work thus far,and to provide an opportunity for
firefighters to share any comments they may have with the Task Force as a whole. Though your
presence is not mandatory,it is highly encouraged and you will be compensated for your attendance at
this meeting,as you would for a training day.
The meeting will function as a regular meeting of the Task Force and be facilitated as such under
Robert's Rules of Order.
As part of the strategic planning process,the Task Force utilized what is commonly referred to as a
SWOT or SWOC analysis. This process involves an internal and external analysis of the organization.
The internal analysis examines the capabilities of the organization by looking at its Strengths and
Weaknesses- An external analysis is an environmental scan outside of the organization that looks at
Opportunities and Challenges/Threats. The meeting will provide a forum for the sharing of
individual viewpoints of the organization's strengths,weaknesses,opportunities and challenges.

HERE IS A FOLLOW UP FROM OUR APRIL 267" FIRE MEETING, WHERE TOPICS
WERE BROUGHT UP BY FIREFIGHTERS.
I MET WITH MAYOR DIETZ AND WAS INVITED TO THE MAY 2ND TASK FORCE
MEETING AS A SPOKESPERSON FOR THE AMBULANCE SERVICE AND
FIREFIGHTERS.
THE CONCLUSION OF THE MEETING, CONSISTS THAT MAY 1671" 18:39 AT THE
E.O.C. STATION 2 WILL BE YOUR OPPORTUNITY TO ADDRESS THE TASK FORCE
WITH ANY POSITIVES OR NEGATIVES THAT YOU MAY HAVE.
THE TASK FORCE INFORMED ME TO TELL ALL OF YOU THIS WILL BE THE TIME TO
SHOW UP OR FOREVER HOLD YOUR PEACE.
