5.3. FSTFSR 08-15-2012 El MEMORANDUM River Fire Department TO: Fire Service Task Force FROM: T.John Cunningham, Fire Chief DATE: August 15, 2012 SUBJECT: Item 5.3 — Plan design, comment period and implementation At the last Fire Service Task Force (Task Force) meeting,we had a discussion on how the final plan would be presented, taking into consideration feedback and comments from stakeholders,including officers and firefighters. This was also a topic of discussion at the Task Force meeting with the entire fire department. The point of this memorandum and discussion topic is to outline the actual drafting of the "final" report,taking into consideration comment and feedback periods and ultimately presenting it to the City Council. Below summarizes the "phases" of the project, taking into consideration the points we discussed previously. We will discuss, and modify accordingly, this outline in further detail tonight. Task Force Work Phase—this is the current phase in which we are conducting background research and bringing ideas and thoughts forward for discussion. During this phase,we are also beginning to draft a list of initiatives,goals, and objectives that will be incorporated into the (draft) final report. This phase involves breakout committees and groups. Draft Plan Phase—the next phase will involve creating a draft plan,incorporating all of the initiatives,goals and objectives that have been assembled to date. Additional background data and information will be assembled into the draft plan,including statistics,graphs and addendums/annexes (i.e. recommended city ordinance language,job descriptions, etc.) Stakeholder Comments—this phase will allow stakeholders the opportunity to weigh into the draft plan. To facilitate and provide for timely direction of comments, comments will be required to be submitted in writing, addressed to the Task Force as a whole. Stakeholders will include the current officer cadre and firefighters. There will be a deadline for comments (to be determined). Final Report Presentation—The Task Force will take into consideration comments from stakeholders. Once the final report is ready,it will be presented to the fire department and to the City Council.
