Request
Consider a request by Elk River Brick and Stone for a conditional use permit
to construct an addition to their warehouse and an addition to a storage
building.

Overview
The apphcant is proposing a 20' X 48' (960 sf.) addition to their warehouse
and a 36' X 35' (1260 sf.) addition to a storage building. The facility includes
a metal warehouse, brick office, garage/covered storage area and an outdoor
storage area. The parking lot is partially paved; about half is gravel. Curb

and gutter was extending into the site with the widening of County Road 1.
However, the parking area is not bounded by curb and gutter.
Building Additions
The proposed addition to the storage building will have a metal exterior to
match the existing building. It will have a single overhead door which opens
into the interior of the site. The proposed addition to the warehouse will have
a metal exterior to match the existing warehouse, with brick on the south
side, facing the street, to match the brick on the office portion of the building.
Site Improvements
· Parking lot
The parking area should be paved. That portion of the parking lot not paved
should be paved to match existing pavement. Curb and gutter is required by
the zoning code and should be installed to match what was stubbed in along
County Road 1.
· Landscaping
The apphcant has proposed to plant vines on the fence to provided screening
for the outdoor storage area and a landscaped product display area along
County Road 1, adjacent to the parking lot and office.
Easements
There is a drainage easement shown over the southwest portion of the
property. The survey also shows the outdoor storage area and covered storage
buildings encroaching into that easement. However, the applicant researched
Sherburne County records and found that it had never been recorded. The
easement description should be revised so that it does not include the
developed portion of the site and the revised easement recorded with the
county.
Planning Commission Meeting
At the Planning Commission meeting held on May 26th no one spoke at the
public hearing. The applicant discussed the impact of requiring curb and
gutter around the parking lot. He felt it would hinder snow removal and
require grading the parking lot. The Commission felt the curb and gutter
should be required because of the visibility of the site from County Road 1, to
ensure the parking lot does not encroach into the adjacent wetland and to be

consistent with other projects. They also recommended the apphcant be
allowed to phase implementation of the improvements with a completion date
of June 1, 2000.
Recommendation
The Planning Commission recommended the City Council approve Elk River
Brick and Stone's request for a conditional use permit to construct additions
to their covered storage building and warehouse with the following
conditions:
1. The parking area be paved and bounded by curb and gutter.
The City be provided with a revised description for the drainage easement
that does not include the developed portion of the site and the drainage
easement be recorded with Sherburne County.
3. The applicant be allowed to phase the installation of paving and curb and
gutter improvements with a completion date of June 1, 2000.
