Howard R, Green Company CONSULTING ENGINEERS June 11, 1998 File: 803520J (0240) CO~dSULT]NG ENGIN~tS Formerly MSA Consulting Engineers Honorable Mayor and City Council City of Elk River 13065 Orono Parkway PO Box 490 Elk River, MN 55330-0490 RE: NORWEST BANK SITE PLAN AMENDMENT Dear Council Members: In response to the City Council's action at a meeting last month, stating that they would be willing to reconsider a "right-in only" off of Jackson Road for the Norwest Bank site at the northern tip of Elk Park Center, the architect has submitted the attached proposal. The proposal shows construction of a "right-in only" access off of Jackson Road. The construction would consist of a short, 10-foot wide right turn lane on Jackson Road. At the point where a vehicle would enter into the site, the maximum width shown is 12 feet. The curb line is extended down from the north in an attempt to preclude left-turning vehicles entering into the "right-in only". On the inside of the site "Do Not Enter" signs are placed at the entrance to warn vehicles that this is not an exit. If a vehicle were to look out the entrance from inside the site, because of the design of it, they would not directly see Jackson Road, but would rather see a curb line in front of them. Hopefully, this would preclude a vehicle attempting to exit through this entrance. If the City Council were to consider approving a "right-in only" off of Jackson Road, we believe that this type of design would be the most efficient at eliminating left-turning vehicles trying to utilize this entrance off of Jackson Road, or internal vehicles trying to exit through this entrance. When we met with Jeff Pflipsen of H.T.G. Architects, we also discussed the potential of the City acquiring additional right-of-way along 193rd Avenue at Trunk Highway 169. We believe that if the City could acquire approximately 10 feet of additional right-of-way with an additional 10-foot easement beyond the right-of-way line, it would be possible to relocate the trail and develop a right turn lane at this intersection. This may help alleviate some of the traffic congestion at this intersection by allowing vehicles wanting to turn right and go south-bound on Trunk Highway 169 to make this move on a red light. The one issue that Mr. Pflipsen and I had discussed regarding this potential right-of-way acquisition would be the need to locate the Norwest Bank sign in the 40-foot easement along the east side of the site. Originally, this is where their sign was shown on their site plan. Through staff review, we asked them to move it out of the easement, however, it is now located in the area we would like to acquire the additional right-of-way. We now know that only watermain will be necessary to be placed there, and sanitary sewer to serve further north will come from a different direction. Therefore, we believe that it would be possible to relocate their sign to the spot that it was originally shown. The City could even consider vacating a small piece of this 40-foot drainage and utility easement along the east side to allow the location of the Norwest Bank sign. Mr. Pflipsen indicated that he would discuss this issue with his client, Norwest Banks, and get their reaction.
