Plan
BACKGROUND/DISCUSSION
In April of 2009, the EDA participated in a work session for the update of the Economic Development
Strategic Plan for years 2009-2012. Additional participants included the City Council,HRA and staff.
The group identified the following 2009-2012 priority issues/objectives:
• Industrial Development-Attract new businesses and support existing businesses to increase
the city's industrial tax base and employment base
• Redevelopment&Rehabilitation- Undertake strategies that facilitate rehabilitation and
redevelopment of deteriorating commercial and residential areas to ensure private
reinvestment and sustainability
• Community Image&Marketing- Identify desired image and strategies to effect necessary
changes to achieve that vision
• Transportation-Advocate and support proactive planning for improvements to the local and
area transportation system in a way that will complement economic growth
Several strategies were assigned to support the objectives. Both the EDA and HRA approved the plan
mid-2009.
In September of 2010, a two-day visioning seminar was held with staff and Council Member Matt
Westgaard. The seminar resulted the following vision and four supporting goals for the city which were
approved by the City Council in October of 2010:
Abounding in natural beauty,Elk River is a vibrant, historic river town that promotes an active l festyle in an
innovative and involved community offering unlimited opportunities.
• Innovation- Develop new programs and services to meet the needs of the community

• Community Development- Enhance community involvement and public participation
• Beautification- Have attractive welcoming streetscapes at city entrances and primary
corridors (enforce zoning ordinance)
• Opportunities- Foster a pro-growth atmosphere that provides incentives and other
opportunities for new and existing business
City staff worked on the creation of a plan, comprised of action steps and tasks to be completed to assist
in meeting the goals. On May 16, 2011, the City Council approved the 2011 goals, action steps,and tasks
which staff continues to work on. On August 13,2012,the City Council authorized staff to develop
additional action steps and tasks intended to satisfy the goals.
In addition to the 2009-2012 EDA and HRA Strategic Plan and City Vision and Goals,the following
processes, studies and surveys have been or will be completed by the end of 2012:
• 171st Focused Area Study (completed June of 2010)
• Citizen Satisfaction Survey (completed in July of 2011)
• Branding Implementation Plan (approved in September of 2011)
• Energy City Commission SWOT Analysis (completed February of 2012)
• Comprehensive Housing Market Study (completed July 2012)
• Mississippi Connections Redevelopment Framework (anticipated to be complete late 2012)
All items listed above include various forms of SWOT analyses,recommendations, and conclusions.
In the past, the EDA and HRA have hired a consultant to facilitate the strategic planning process. Staff
feels the plans listed above provide sufficient information and recommendations to move forward
internally with the 2013-2016 EDA and HRA Strategic Plan. The plans listed above were created by a
variety of stakeholders (Planning Commission,Energy City Commission,HRA, EDA, City Council,
community members,business owners and city staff) and contain information pertinent to economic
development.
The goals of the approved strategic plan, city vision and goals above are ongoing and the existing plans
provide guidance towards the creation of new tasks and action steps to assist in achieving these goals.
Staff plans to develop additional tasks and action items to meet the four goals of the 2009-2012 strategic
plan and will update and modify the goals as applicable (i.e.: because a community image has been
identified,the goal can be modified to reflect strategies which supports the community brand
implementation).
Once complete, staff anticipates bringing the proposed plan in front of the HRA and EDA for
discussion at a future work session.
