Adopt attached resolution proclaiming October as Energy Action Month.
BACKGROUND/DISCUSSION
During the month of October, communities across the country will be celebrating Energy Action Month.
Proclaimed by the President of the United States in 2011, Energy Action Month was created to bring
attention to a topic that is becoming ever more important to our nation's health, security,and well-being.
Energy resources enable our most basic daily needs including producing food, fueling transportation, and
powering our homes and businesses.
The Energy City Commission would like to highlight local efforts and proclaim October as Energy
Action Month in Elk River. During this month,the Energy City Commission will organize and support
activities and events throughout the city to help residents get involved and learn about the importance of
energy. It is Energy City's mission as a Commission to be a resource and educate residents about the
importance of energy efficiency and conservation. They will uphold this mission during Energy Action
Month by showing representation at the 10"'Anniversary of the Elk River Landfill Gas to Electric
Facility, showcasing Energy City Demonstration Sites on Minnesota Renewable Energy Society's Solar
Tour,holding a Business Education Event, conducting Energy City tours, reaching out to schools to
offer energy education material, and organizing a city-wide energy conservation poster contest.
The poster contest will encompass the city brand with the theme of"You Have the Power" and ask
residents to display in their posters how they have the power to conserve energy. Posters will collect votes
while posted on the Elk River Energy City Facebook page during the month of October. The poster
with the most votes will be displayed around the community on the Big Belly Solar Garbage and
Recycling Receptacles as well as in other media outlets. First, second, and third place winners will also
receive a prize. An ad will be placed in the Star News to inform residents about the poster contest
guidelines and rules.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION PROCLAMING OCTOBER AS ENERGY ACTION
MONTH
WHEREAS, The President of the United States proclaimed October 2011 as National
Energy Action Month to call upon the citizens of the United States to make
cleaner energy choices that will help build a stronger Nation, a more robust
economy, and a healthier environment for our children; and
WHEREAS, Energy resources enable our most basic daily needs including producing
food, fueling transportation, and powering our homes and businesses; and
WHEREAS, The City of Elk River has been known as Energy City since 1997 when it was
chosen by the Minnesota Environmental Initiative to act as a geographical
focal point for the demonstration of efficient and renewable energy products,
services, and technologies; and
WHEREAS, Elk River is recognized internationally for their continued innovation in
alternative energy technologies; and
WHEREAS, The mission of the Energy City Commission is to be a resource to promote
and educate about energy efficiency;and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River
that the month of October be proclaimed as Energy Action Month.

Official Guidelines:
1. Fee: Free!
2. Entries per person: Entries are limited to ONE SUBMISSION PER ARTIST.
3. Submitting your entry: You must complete the entry form application and checklist, and
submit your poster via email to: rking @ElkRiverMN.gov with "Poster Contest— Name of
Artist" in the subject line. A short paragraph of your poster concept should be included
with your email submission.
4. Design:The poster must include the words and depict the poster theme—"You have the
power!" The concept and images of the poster should be based on how Elk River
residents have the power to conserve energy. We will especially look for images that
demonstrate a variety of different types of energy. For example, the average resident
uses electricity and natural gas in their homes but can also conserve energy by
addressing transportation, water consumption, recycling and purchasing. The City of Elk
River logos will be added to the winner poster before being displayed.
5. Only ORIGINAL artwork will be considered.
6. Posters that include personal or corporate information or product endorsements will be
disqualified.
7. Copyrighted Images/Subjects: Copyrighted, trademarked products, packaging, brand
names and advertisement may not be used within the poster. Original signed release
forms are required for persons, whether public or private citizens, who are
photographed and appear on the poster. Release forms can be as simple as a paragraph
stating "permission" from "subjects" with a printed list of names of the individuals
appearing and signed by the individuals. If the subject is under 18 the release form must
be signed by a parent or guardian. This rule will be strictly enforced.
8. Electronic Resolution and Format: Poster should measure 18" wide X 30" high and be
vertical (portrait) in orientation. Artwork is to be submitted in electronic format with a
resolution of 75 dpi and in JPG or PDF format. (Note: Poster Winner will be requested to
resubmit poster at higher resolution for reproduction purposes.)
9. Judging and winner selection: All entries will be reviewed by the judges and the top 10
posters will be put to a public vote on an online voting service.
The overall winner will have their poster displayed throughout the community on the
Big Belly Solar Garbage and Recycling Receptacles as well as in other media outlets.
First, second and third place winners will also receive prizes.
The winning posters will be announced in the StarNews and presented with their prizes
at the Energy City Commission Meeting on November 21St, 2012.
10. Final poster: The City of Elk River reserves the right to alter the final poster design or to
reject all submissions for the final poster design. All submissions become the property of
the City of Elk River and may be used for commercial purposes. No entries will be
returned.
