Background/Discussion
Manufacturers contribute largely to the employment and economic base of Elk River and the State of
Minnesota. Manufacturing accounts for$16.4 billion in wages throughout the state, and$37 billion or
15% of the state's economy. For the past several years, the EDA has given special recognition to Elk
River manufacturers during Minnesota Manufacturers Week. This year, staff plans to undertake several
new recognition initiatives.
Attached is a proclamation approved by the City Council on October 1, 2012,proclaiming the week of
October 22—October 28 to be Manufacturers Week in the City of Elk River.
On September 18, Elk River cohosted a Manufacturer's Connection event emphasizing education at
Glenn Metalcraft in the City of Princeton. Roughly 20 regional manufacturers were in attendance at the
event,including J&J Machine, and officials from Elk River High School, Salk Middle School, and ERHS
industrial technology instructors. Participants expressed a need for a closer relationship between schools,
students, and manufacturers in order to maintain a sufficient workforce. Because of the positive
feedback received, staff will continue to partner to hold quarterly manufacturer's events.
To begin fostering the relationship between schools and manufacturers, staff will work with them to offer
tours of manufacturing facilities to students during Minnesota Manufacturers Week. Students will learn
about opportunities in manufacturing and network with manufacturing professionals. Staff has already
confirmed that M&M Machine will participate in the tours, and any other businesses offering tours can be
found at http://wordpress.tourofmanufacturingmn.com/. Staff is working with the schools to promote
the tour to students. EDA Commissioners and the public are encouraged to visit the facility. Open
house times will be communicated to the EDA during the meeting.
In addition to participating in the tours, staff will recognize Elk River manufacturers' contributions to the
local economy and workforce through social media outlets, the city's webpage, and in an ad in the Star

News. Facebook and blog updates will be posted daily during Manufacturers Week on our Facebook
page at:www.facebook.com/ElkRiverED.
As a result of the positive feedback received, staff will continue to partner to hold quarterly
manufacturer's events.

PROCLAIMING OCTOBER 22 —OCTOBER 28, 2012, AS
MANUFACTURERS WEEK IN THE CITY OF ELK RIVER
WHEREAS, The manufacturing industry is a dynamic part of Minnesota's economy, and
promotion of this sector's strength, success,and high quality of life is an
integral part of Minnesota's economic development strategy;and
WHEREAS, Manufacturing provides high-skill,high-wage jobs which significantly
contribute to Minnesota's high standard of living and economic vitality;and
WHEREAS, Manufacturing has the second largest total payroll among business sectors in
Minnesota,providing$16.4 billion in wages;and
WHEREAS, Manufacturing produces $37 billion for the state economy and accounts for
the single most largest share of our gross domestic product at 15%;and
WHEREAS, Manufactured exports brought over$18.4 billion into the Minnesota
economy in 2011.
NOW, THEREFORE, BE IT RESOLVED the Mayor and City Council of the City of
Elk River,does hereby proclaim the week of October 22-28,2012,as Manufacturers Week
in the City of Elk River.

• Of Elk River's top 21 employers,eight are manufactures.Those eight companies employ over 800
people! Thanks to Elk River manufacturers for employing so many residents!
• In 2012, the average wage per job for the nearly 3,000 people employed in manufacturing in
Sherburne County was $50,274. We are lucky to have such great manufacturers in Elk River.
• Minnesota is a national leader in manufactured medical devices,which contribute significantly to the
state's gross domestic product.The export category that includes medical devices accounted for$1.5
billion in manufactured exports in 2011. Elk River has a number of medical device manufacturers
including Metalcraft and Tescom which each employ over 100 people!
• Each manufacturing job supports another 1.9 jobs elsewhere in the economy through supplier
purchases and employee spending. In all,manufacturing accounts for nearly 850,000 jobs or 33
percent of all jobs in Minnesota. We appreciate the contribution of the employers and employees of
manufacturers to Elk River!
• Manufacturing employs more people in central Minnesota than any industry sector except health care
and social assistance! We are fortunate to have all of these great employers!
