ACTION REQUESTED
Council motion to approve the attached agreement with the Minnesota Pollution Control Agency
(MPCA),which authorizes Matt Stevens to submit and sign Electronic Discharge Monitoring Reports on
behalf of the City of Elk River.
BACKGROUND/DISCUSSION
Up to this point all Discharge Monitoring Reports (DMRs) have been submitted to the MPCA in paper
form.The MPCA is discontinuing that process and requiring all Discharge Monitoring Reports (DMRs)
to be submitted electronically. The attached agreement authorizes Lead Operator Matt Stevens to submit
the electronic DMRs as required by the MPCA.
FINANCIAL IMPACT
There is no financial impact with this approval.
