2. Adopt the attached resolution calling for preparation of a Feasibility Report for the 2013 Street
Improvement Project.
BACKGROUND/DISCUSSION
As approved at the September 4,2012, Council meeting, staff advertised a Request for Proposal for
engineering services for the 2013 Street Improvement project. Proposals were due to our office by the
end of the day on October 2, 2012. We received nine proposals which ranged in price from$145,205 to
$320,600. These proposals reflect costs between 6.4% and 14.2%of the total estimated construction
cost.
The breakdown of the proposed not-to-exceed fees for the project were as follows:

Staff reviewed and evaluated the proposals based on the following criteria detailed in the RFP:
• Qualifications and experience of proposal candidates;
• Proven success in completing similar projects;
• Approach to the project and public involvement;
• Proposed time frame and schedule;
• Total project budget.

Our final review came down to the top four scoring proposals submitted by the firms of Bolton&Menk,
Inc., Hakanson Anderson, SRF Consulting Group, Inc., and WSB &Associates, Inc.
The level of service provided in the project approach and public communication proposed by WSB far
exceeded the other firms. Their scope includes an expert review of all pavement sections to confirm the
proposed approach to maintain or rebuild the pavement is the most cost effective method. Their
proposal further described a detailed public involvement process to assure all residents are properly
informed through all phases of the project. Their process was clear from the inception of the project
through final construction. The fee proposed by WSB is about 6.5% of the estimated construction cost
for the project. This is lower than the 9.5%we paid for the 2011 Street Improvement project and well
below the 27-30%that was historically paid for engineering services on street projects before soliciting
competitive bids.
WSB most recently completed the 1715`AUAR project for Elk River in 2011.WSB delivered that project
on time and nearly 10%below their approved not-to-exceed fee. Based on our review of their proposal,
and past positive working history with their firm, staff is recommending award of the work to WSB &
Associates, Inc. in the amount of$168,804. Upon the approval by the City Council, staff will work with
WSB to finalize a contract and begin work on the feasibility report immediately.
FINANCIAL IMPACT
If approved,the total financial impact for engineering services will be$168,804. This number represents
a not-to-exceed amount based on the scope of services requested in the RFP. The costs associated with
this project will be included in the total project costs. The project will be financed through the city Street
Improvement Reserve Fund. The full project funding breakdown will be detailed in the Feasibility
Report.

benefited property for all or a portion of the cost of the improvement,pursuant to
Minnesota Statutes, Chapter 429,
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
That this matter shall be referred to WSB &Associates, Inc. at the direction of Justin
Femrite, City Engineer,who is requested to provide to the City Council a report advising,in
a preliminary way, as to whether the proposed improvement is necessary,cost-effective, and
feasible;whether it should best be made as proposed or in connection with some other
improvement;the estimated cost of the improvement as recommended;and a description of
the methodology used to calculate individual assessments for affected parcels.
