TO: Mayor and City Council FROM: Pat Klaers, City Administrator DATE: November I 0, 2003 SUBJECT: Public Safety/City Hall Update The last City Council update on the public safety - city hall - utilities construction project was given at the October 13, 2003 meeting. Since that time, the monthly meeting with the Construction Manager (Kraus-Anderson), the Architect (Tushie Montgomery), and city staff was held on October 28, 2003. The city received good news regarding the status of the public safety building at the October 28, 2003 meeting. The elliptical wall repair work has been successfully completed. Also, progress continues to be made with the gun range and we can expect that shooting activities will begin around the first of the year; the impound lot is under construction and should be completed by the end of November; and finally, the EOC cabinets are on site and are being installed. Attached for your information are two memos from Chief of Police Beahen regarding activities at the public safety facility. It goes without saying that we are very pleased to have received a safety grant to help with the expenses associated with the gun range. Of all the items remaining on the punch list, the ceiling lights seem to be the biggest nuisance issue. Gary Lore, in charge of building maintenance for the city, is working with Kraus-Anderson to get this problem corrected. The utilities building punch list is being worked on and progress continues to be made. Gary Lore is also working with Kraus-Anderson on problems with lights in the utilities building. Both buildings have the same issue where the lights are burning out much too quickly. Other issues with the utility building that are being worked on include the heat distribution throughout the building and the masonry work near some of the windows where we experienced small water leaks. The remodeling of the old city hall and police station is moving forward without any major problems. We are still waiting for the official change order of approximately $31,000 for the HVAC system. In this regard, we needed to add a number of the smaller individual heating/cooling units that are spaced throughout the building and also some ductwork. Another unplanned issue that needs to be addressed during this remodeling project is the removal of some mold that was found in S:~CouncilkPat~ Updates~PublicSafety.doc the kitchen area. This appears to be a somewhat minor financial issue. I~raus-Anderson believes that the remodeling is ahead of schedule and that we will be relocating into the facility earlier than originally anticipated. Both the Chief of Police and the Finance Director will be m attendance at the November 10, 2003 City Council meeting and will be available to help answer questions the City Council may have regarding the construction project. Beahen, Chief of Police November 2, 2003 Building Updates The Public Safety, Building is very close to final completion with just a few minor details left to be completed. Some of these issues unresolved are signage, caulking, clean-up and cabinet work. I am pleased that overall progress has been better over the past few weeks and it appears that the end is finally near. The upper walt was tested with over 6,000 gallons of water last week and no interior leaks xvere found anywhere in the building. One thing noted was that the exterior portion of the wall was coated with a sealant so that at this point, no water is penetrating the brick. That was not as true a test of the wall and the new internal membrane that we would have liked. It should be noted however that the week prior, the wall was power washed under high pressure, which should have revealed leaks as this was prior to the sealant being applied. I am happy to report that no leaks were found that day either. Regardless, we have a ten-year guarantee on the wall so should any leaks develop in the future we have full assurances that they will be taken care of. There are still some minor drainage issues to be resolved at the rear of the fire station, but these are being taken care of, hopefully by snowfall. The exterior fence at the impound lot including all gates and entrances is scheduled to be installed this week. Other than parking signs that will take care of most of the exterior work. We are working with Phil Hals to get signs up prior to the end of this corning week which will designate visitor parking, employee parking and squad parking. Iklver Police Department MEMORANDUM TO: FROM: DATE: SUBJECT: Mayor and City Council Jeffrey A. Beahen, Chief of Police November 2, 2003 Gun Range Update The internal portion of the gun range ventilation system has been installed. Installation of the external heater and fan is scheduled for install during the next two weeks. Caswell is planning to install the internal portion of the range starting December 1't. Investigator Fduntz through our Safety Coordinator applied for and received a $10,000 grant to help defray the cost of the ventilation system. $800 of the grant is earmarked for hearing protection with the remaining portion of the grant to be applied to the ventilation equipment. The paperwork has arrived and has been completed and returned to OSHA. Payment will be made when the equipment is installed. Inv. K3untz and Dave Berggren are commended for their work on obtaining this grant.
