Subject: Ice Arena Barn Update / Demolition of the Barn's Floor
The initial schedule had us starting up the Barn Thursday, October 16th. Due to the lack
of a vacuum on the floor we will be starting up the Barn on Sunday, October 19th. I
should have an idea where the Barn's at by Monday, October 20th. I'm planning on
attending the council meeting that night to give an update on the status of the Barn. At
that time we may be able to decide whether or not we need to award the demolition of the
Barn's floor or if we should wait until the following council meeting to award the work.
Waiting until the next council meeting (October 27th) to award the demolition of the
Barn's floor should not extend the completion date of the installation of the new floor and
boards if they are needed.
For your review I have included a copy of the four quotes we received for the demolition
of the rink floor. As you can see, Minneapolis Concrete Sawing and Drilling was the
lowest quote. Minneapolis Concrete Sawing and Drilling has removed several rink
floors, and is qualified for this project.
The Arena staff and the S.T.S. (Sentence to Serve) group will remove the existing boards
before the demolition of the rink floor.
If it's determine that the Barn's floor needs to be removed, I would recommend
Minneapolis Concrete Sawing and Drilling be awarded the job.

On Monday, October 13, 2003 quotes were received for the demolition of the ice dnk floor at the Elk
River Ice Arena. The low bid was $39,882.75 submiffed by Minneapolis Concrete Sawing and
Drilling II, inc.. located in Brooklyn Park, Minnesota. The table below lists the quotes received from
ali three contmctom and the engineer's estimate.

The spread between the quotes likely indicate the difference in Concrete disposal methods and how
familiar each Contractor iS with the Elk River Arena, The quotes are slightly higher than the
engineer's estimate submitted on April 18, 2003 probably due to a small change in the project's
$oope end the tight projec~ .r~ohe~ule for completion this fall.
We have reviewed the tow quote and find no irregularities that would cause us to be concerned with
the quote, We see no mason not to proceed with the project depending on the status of the current
ice rink floor repairs. Each of the three contractors has experience in the demolition of ice dnk floors
and would be qualified for this project.
The selected contractor is required to submit a perfarmance and payment bon~ in the total amount of
the bid within 10 days after the award of the contract or prior to starting work. Work o~ this project is
scheduled to begin on October 22, 2003 so that demolition can be completed and the new ice rink
floor and dasher boards can be installed by January 20, 2004.
As a reminder, quotes for this work were obtained in rase the current, on-going repairs to the
existing ice rink floor are not successful. Othenvise this work will be re-bid on October 30, 2003 and
be performed next spdng. This contract sllould only be awarded if the current floor repairs are not
succeasful.
