Overview The applicant is proposing to utilize the back northeast corner of his site for storing vehicles. R & G Towing would like to lease this area to store vehicles that they have towed. The outdoor storage area will be about 110' by 50' (5,500 sr.). Most of the area is not surfaced with a suitable material. The entire area that will be used for outdoor storage should be surfaced with Class V material. The edge of the area should be defined by landscape timbers so that it does not incrementally expand. The site plan also shows the storage area extending into the drainage and utility easement along the north property line. The storage area can not extend into the easement. Landscapin_q There is an existing line of trees along the west property line that screens the storage area from the west and a chain link fence with slate that screens the area from highway 10. The fence should be extended along the north property line. S:KPLANNING\Case Files\2003\CU 03-26 Hetland\CU03-26cc10-20.doc Memo to Mayor and City Council/CU 03-26 October 20, 2003 Page 3 Planning Commission Meeting At the Planning Commission meeting held on September 23rd, a representative from the RDF plant explained that the chain link fence on the north property line was on RDF property and they are planning on moving it closer to their facility. They did not have any problems with the proposed outdoor storage. The Commission discussed alternative locations for the storage area but Mr. Hetland explained that those alternatives would impact the operation of the recycling business. The Commission voted 6:1 to recommend approval of the conditional use permit. Recommendation The Planning Commission and staff recommend that the City Council approve this request with the following conditions: 1. A chain link fence shal] be maintained on the north property line. 2. The storage area shall not extend into the drainage and utility easement. 3. The surface of the storage area shall be class v or some other suitable material approved by the city. 4. The boundary of the storage area shall be delineated by landscape timbers or some other material approved by the city.
