Parking at the Simonson's Mall
The City Council requested staff to investigate the on-street parking by employees and/or
patrons of the Simonson's mall located at Jackson and Hok Streets.

Background
Staff reviewed the site plan file for the Simonson's mall located at Jackson Avenue and Hok
Street. The attached memo indicates that the site provides 82 parking stalls, 12 more than
required by code. On Tuesday, September 23, 2003 staff visited the site to verify the
number of parking stalls that were actually constructed. All but four of the stalls were
constructed as per the proposed development plan. The four stalls that were not
constructed were to be in the northwest comer of the site. Staff observed approximately
five vehicles parked on Holt Street at the intersection of 193rd on that same day
On September 25, 2003 staff mailed a letter to the management company requesting
assistance in requiring employees and/or patrons to park within the development's parking
area. The management company, HJ Development forwarded the City's concerns to the
tenants of the mall. During the week of October 13, 2003, the CSOs "spot-checked" the
parking situation along Holt Street. There was a low of three cars on the street and a high of

eight cars at any given time. They also reported that on occasion, the street is used for
unloading deliveries similar to Main Street.
Alternatives
Alternatives for the Council to consider would be to sign the east side of Holt Street
between the two entrances to the facility:
· No Parking
· No Parking Monday - Friday 8 a.m. to 6 p.m.
· No Parking 7-9 a.m. and 3-7 p.m.
A complete parking ban on the east side of Holt Street may adversely impact the residential
properties to the west for holidays or parties.
Recommendation
Staff requests that the Council provide further direction regarding this issue.

· 2 access points are provided onto Holt Street.
· The lighting plan indicates single light standards located adjacent to and on
the Highway 169 side of the site. No lights wilt be located on the residential
side of the site. The proposed light standards will be 25' in height, 5' taller
than the proposed building.
· The proposed building will be constructed of rock-face block brick, artificial
stucco and standing seam metal roofs in an earth-tone color palette.
The developer has submitted sign criteria for the tenant spaces which staff has
reviewed and which complies with the Ordinance. A free-standing sign is also
proposed adjacent to the Highway 169 right-of-way, however, no details have
been provided. The maximum height of the free-standing sign may be 20 feet
with a maximum area of 100 feet.
Uses
Currently, the only tenant to commit to the facility is Simonson's, a day spa,
which is a permitted use within the C4 Neighborhood Commercial district.
Attached is a list of permitted and conditional uses allowed within the district.
The developer is speaking with a number of potential tenants including a meat
retailer, sandwich shop, coffee shop and other similar uses. With the exception
of restaurants, the tenants the developer is courting would be permitted without
the need for a conditional use permit.
This item has been brought to the Council for informational purposes. The
developer, Gary Janish, will be attendance at Monday evening's meeting to
provide additional information or answer any questions the Council may have.

Request
At its October 16, 2000 meeting, the City COuncil reviewed a preliminary
proposal for a retail facility at the Holt and Jackson site. Staff received direction
to continue working with the developer, HJ Development, on plans with the intent
to sell the property.

Analysis
Staff has received a formal site plan review application for a 14,000 sq. ft. retail
facility for the Holt and Jackson property. Staff has not completed its formal
review of the proposal, however, the Council had directed staff that they would
like to see the site plan prior to the closing date on the project. Preliminarily, staff
has made the following determinations:
The building will be 14,100 sq. ft.
The site provides 82 parking stalls, 12 more than required by Code.
The landscape plan meets the ordinance requirements, however, staff is
suggesting and the developer is agreeable to providing additional evergreen
plantings to increase screening for the properties across Holt Street.

Re: Elk River Retail Mall
Dear Sir or Madam:
We have received a number of complaints regarding the parking of vehides on the street by
patrons and/or employees of your Elk River Retail Mall, in the area of 193ra Avenue and
Holt Street. The parking of vehides in this area (see endosed map) is of extreme concern
due to the curve in the street and the number of vehides that travel to the Jackson Avenue
and Hok Street intersection on a regular basis. We observed the parking of several vehides
in this area September 23, 2003 around 5:00 p.m. It appears that it may be employees of the
Simonson's facility that are utilizing this on-street parking due to its close proximity to the
salon. There are adequate parking stalls which could be utilized by employees as opposed to
having them park on the public street.
The City is wondering if you, as the management company, can assist us in requiring the
employees of the mall to park within the parking lot and specifically, at the north end of the
facility. This will allow the primary parking areas to be utilized for patrons of the
establishments located within the mall. This has been brought to the City Council's
attention by residents in the area and it is likely that this issue will be discussed at the
October 20m City Council meeting. Staff is hoping to resolve the issue prior to that meeting.

RE: Employee Parking
Dear Tenant:
Recently we received a letter from the City of Elk River requesting that we address
employee parking. They have received several complaints of employees parking on the
street in the area of 193rd Avenue and Holt Street (see enclosed map). According to
the City, "the parking of vehicles in this area is of extreme concem due to the curve in
the street and the number of vehicles that travel to the Jackson Avenue and Holt Street
intersection on a regular basis". As a result, we ask that you refrain from parking in this
area.
Attached you will find a site plan of the center with highlighted areas showing where
employees can park. We would appreciate it if you would utilize these spaces. The
City will be holding a council meeting on October 20, 2003 to discuss this issue further
and we would like nothing more than for this issue to be resolved prior to that meeting.
