RE: CASCADE INDUSTRIAL PARK IMPROVEMENTS
Dear Council Members:
On Tuesday, October 14, 2003, we opened bids for the Cascade Industrial Park improvements. As
you are aware, this project is located in the southeastern part of the City and was petitioned for public
improvement by the developers. On Tuesday morning, we also became aware of the attached
facsimile received from the developers, asking that the public improvement process be withdrawn and
the project stopped. Apparently, the developers have reached an agreement to sell the 30 acres of
Cascade Industrial Park in its entirety.
Therefore, based on the developer request, we have prepared the attached resolution, which will
reject all of the bids and end the public improvement process. We would recommend City Council
adoption of this resolution. If you have any questions regarding this project, I will be in attendance at
your October 20, 2003 City Council meeting.

RESOLUTION 03 -
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECYCLING ALL BIDS IN THE MATTER OF THE
CASCADE INDUSTRIAL PARK IMPROVEMENT OF 2003
WHEREAS pursuant to a City Council Resolution 03-53, competitive bids were solicited and
received for the Cascade Industrial Park improvement as set forth in the bid
tabulation attached hereto and incorporated herein by this reference; and
WHEREAS the plans and specifications were authorized based upon a petition received from
the developers of Cascade Industrial Park; and
WHEREAS the developers (Cascade I Land Co.) has requested in writing that the project not
proceed to construction.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
1. The City Council hereby rejects all bids received for the Cascade Industrial Park
Improvements.
2. The City Administrator is authorized and directed to forthwith return to all bidders the
deposits made with their bids.
