and Executive Secretary/Deputy City Clerk Jessica Miller
1. Call Meeting To Order
Pursuant to due call and notice thereof,the meeting of the Economic Development
Authority was called to order at 5:30 p.m..by President Tveite.
2. Consider Agenda
Ms.Deckert proposed the following changes to the agenda:
• Remove item 3.5 as it was not included in the packet.
• Add Discussion on the Use of Department of Trade and Economic Development
• (DTED) Fund Balance after item 6.1.
MOVED BY COMMISSIONER MOTIN AND SECONDED BY
COMMISSIONER PROVO TO APPROVE THE SEPTEMBER 10,2012,EDA
AGENDA AS AMENDED. MOTION CARRIED 7-0.
3. Consider Consent Agenda
MOVED BY COMMISSIONER ZERWAS AND SECONDED BY
COMMISSIONER DWYER TO APPROVE THE CONSENT AGENDA AS
FOLLOWS:
3.1. AUGUST 13,2012, REGULAR MEETING MINUTES.
3.2. CHECK REGISTER AS OUTLINED IN THE STAFF REPORT.
3.3. BALANCE SHEET AS OUTLINED IN THE STAFF REPORT.
3.4. REVENUE/EXPENDITURE REPORT AS OUTLINED IN THE STAFF
REPORT.

5. Discuss 2013—2016 Strategic Plan
Ms.Deckert presented her staff report. •
MOVED BY COMMISSIONER DWYER AND SECONDED BY
COMMISSIONER ZERWAS TO AUTHORIZE STAFF TO DEVELOP
ADDITIONAL ACTION STEPS AND TASKS TO DERIVE THE 2013-2016 EDA
AND HRA STRAGEIC PLAN. MOTION CARRIED 7-0.
6. Review Downtown Task Force Plan
Mr.Barnhart presented a Powerpoint providing an overview of the Mississippi Connections
Downtown Plan.
He stated that an open house is scheduled for September 13,2012,from 4:00- 8:00 p.m.
and invited the EDA to attend or to provide comments to staff ahead of time if they are
unable to attend.
Commissioner Motin questioned the deadline is to submit written comments.Mr.Barnhart
stated the comment period ends September 24.
Mr.Barnhart indicated the plan is available for review on the front page of the city's website
as well as in paper form at city hall.He added that public comment is a big part of this plan
and urged the public to submit comment.
Mr.Wilfahrt explained that he is working with Mr.Barnhart on promoting the plan.
6.1. Discuss Use of Department of Trade and Economic Development(DTED) Fund Balance •
Ms.Deckert presented her staff report.
Commissioner Dwyer indicated he would like to see the reporting requirements for the
funds.Commissioner Zerwas concurred.Ms.Deckert indicated that staff will come back
with the reporting requirements.
MOVED BY COMMISSIONER DWYER AND SECONDED BY
COMMISSIONER PROVO FOR A SUBCOMMITTEE CONSISTING OF
COMMISSIONERS DWYER,TVEITE,AND PROVO TO WORK WITH STAFF
TO PUT TOGETHER THE FRAMEWORK ON HOW TO PROCEED WITH
THE USE OF THE DEPARTMENT OF TRADE AND ECONOMIC
DEVELOPMENT FUND BALANCE;FOR THE SUBCOMMITTEE TO
PRESENT THIS FRAMEWORK TO THE EDA FINANCE COMMITTEE;AND
FOR THE EDA FINANCE COMMITTEE TO RECOMMEND GUIDELINES
TO THE EDA BY THE END OF THE YEAR.MOTION CARRIED 7-0.
7. Announcements
Mr.Wilfahrt provided a marketing update as outlined in his staff report.He added that the
city received notification that the city has been awarded a$1,150 grant from the Initiative
Foundation to be used for professional staff development.

Ms.Deckert stated that the energy efficiency improvement micro loan for PS Dance closed
Sat the end of August and they hope to move in November 1.She added that the applicant is
very appreciative of the loan.
8. Adjournment
There being no other business,President Tveite adjourned the meeting of the Elk River
Economic Development Authority at 6:29 p.m.
